Liepard Banning

Hello people. We all know that the Substitute/T-Wave/Swagger Liepard set is already extremely overpowered and unfair, but I ran into this today on Showdown. I've had enough. Smogon, please suspect Liepard. It's just too broken, and it ruins the tier for many players.

liepard has been brought up before for suspect, but we have decided against suspecting it. please don't make threads like this in the future; suspects are to be brought up when appropriate (e.g a suspect discussion thread).
