VGC Looking for help making my upper hand Okidogi meme work on ladder

Some Context: I saw this semi-meme Okidogi set on Reddit. The basic idea was that it's excellent for Bo1 ladder, as Upper Hand is a guaranteed OHKO on most incineroar after a Guard Dog boost, and if for some reason it's max HP max Def then it's still a literal 50/50, and no Incin are running that, and the speed investment guarantees you outspeed Incin, so with the relatively easy fake out prediction you're instantly up a mon. Of course this doesn't really work in Bo3 since open team sheets make this strategy null but that's not the point. I built the team below around it, but I'm pretty new to teambuilding so I just picked the mons I thought would work and used the Smogon sets. Can I have some help developing my idea?

Okidogi is mainly here because upper hand = funny and beats incin, chien-pao, kingambit, and to a lesser extent Raging Bolt. Drain Punch serves as the main STAB move for all other purposes, preffered over CC because it gives you considerably more survivability. Knock off is here partly for utility, but also because when combined with Tera Dark it OHKOs most of the Psychic types in the meta that normally give Okidogi a tough time. Ice Punch is purely here because it guaranteed OHKOs Landorus (and landorus-T after a guard dog boost) which would otherwise present a wall.

If I'm entirely honest, the reason Flutter is here is because I made this part of the team at like 3AM and my thought process was: 'Unga Bunga Flutter good when big dog murder Gambit.' But the logic works, with some testing on ladder Flutter has essentially held this absolute dumpster fire of a team together because... it's just an insanely good mon. This is Booster energy SpA, and it hits everything for a lot of damage. Obviously moonblast and shadow ball provide you big single target damage and gleam is big spread damage. My only real question here is whether Icy Wind is more valuable than gleam.

Chi-Yu mostly just synergises well with flutter and okidogi, as it hits the steel types flutter struggles with and the psychic types the dog hates for STAB supereffective damage. I thought specs was probably better than scarf here as it allows you to run more bulk. Heat Wave on this set kind of speaks for itself, dark pulse provides the dark STAB (which as I said earlier is massively appreciated by the big dog), Snarl helps with special attackers like bolt and flutter, and Overheat can essentially be used as a one-time-only delete button. I'm pretty happy with the silly fish atm but if not clicking snarl very often so wondering if there's anything better I could run (coverage?).

Tornadus is probably the most consistent mon on the team in terms of bringing it to matches and it being useful. Having Flutter and Chi-Yu at this point, I thought that prankster tailwind and sunny day could be useful tools, and I preferred it to Whimsicott as I wanted the ground immunity + no type overlap with what I already had. Tailwind provides the main speed control on the team, Bleakwind Storm is useful spread damage (and has the speed drop chance), taunt beats a lot of supporting mons (and stops a lot of trick room which this team hates) and Sunny day enables the special attackers and helps beat rain teams.

Smeargle is the reason I brought this to RMT. I think Smeargle's a funny mon and I thought that the tools it provided could be useful here as I lacked any of them. The idea was spore is just really good, I lacked redirection and fake out, and Burning bulwark could help me not get completely overrun by a setup physical attacker. However, what I've found in testing is that I'm almost never briging it, as Smeargle really wants to be the lead support but Tornadus is just proving more useful for that purpose. Also, as you'll see, I added more redirection, and I don't have any setup on this team so follow me really isn't that valuable.

WOgerpon is the last mon as I realised I sorely needed a water resist, and Wogerpon is the best one in the Meta (I think). It also gave me another physical attacker to utilise Guard Dog discouraging intimidators, but no-one on lower ladder actually knows what guard dog does so that hasn't hugely helped. Ivy cudgel and horn leech give you your stabs (horn leech provides more longevity than wood hammer and the higher damage doesn't tend to matter that often). Spiky Shield is fairly self-explanatory, and follow me provides you some utility, but has made smeargle largely irrelevant.

To summarise, the main problem is smeargle, I'm mostly happy with the rest of the team, just a couple of moveset questions. I would also greatly appreciate some advice on how to make this core work in open team sheet, if that means dropping Okidogi for something like Urshifu then so be it. Thanks!

Maybe av okidogi? I'm unsure, but love avs a ton. Obviously it runs all attacks, so it SEEMS better. You don't mention the lo, so perhaps there are no calcs you know it needs it for.
