With the April metagame developing, the council decided to hold a vote to decide the fate of newcomer Lunala and the two returning Pokemon, Arceus-Ghost and Shaymin-sky.

Lunala is an incredibly potent offensive Pokemon, with a clear power level that is higher than its surroundings, with it being an actual Ubers calibre Pokemon. Shed Tail makes it even more oppressive, bolstering its defenses with Shadow Shield being intact behind a Substitute, and made it impossible to stop on most occasions, especially with Moongeist beam ignoring Garganacl's purifying salt and it naturally beating the other phazers in Solgaleo and Giratina. Meteor Beam was another option with Agility to become a very potent sweeper, getting chances to win on the spot thanks to Shadow Shield, and defensive sets with Will-O-Wisp were even used because of how powerful it was a defensive 'mon, with access to Hex, Moonlight, Future Sight and Teleport. This blend of sets and its sheer power combined with Terastallization, which Lunala would commonly use to Tera Fairy or Fighting to escape its weaknesses and boost Focus Blast or Moonblast, pushed Lunala over the edge

Arceus-Ghost is one of the stronger forms of Arceus, usually hovering between being actually Ubers OU or just falling short of the 4.52% mark. While it is not unbeatable by any means, it is an Arceus with a higher than average power level, meaning the margin of error against it is incredibly thin. Both the council and a large portion of the community have found it to be too much to deal with, as the multiple sets have different counters which don't really overlap. Some Arceus-Ghosts have even been slotting Earthquake over recover, and while it does make them lose their longevity, it allows them to hit Garganacl, one of the few reliable answers, for supereffective damage. The nature of its typing also made it have really unhealthy mirror matches, where the question of which one would terrastralize first. It's ability to essentially deny all forms of hazard control by threatening Giratina and blocking rapid spin was too much for the metagame to handle.

Shaymin-Sky needs little to no introduction for many of us, it used to be a prominent threat back before the tier was released in the sim. For those who weren't around back then, it could simply flinch anything to death thanks to Serene Grace + Air Slash and an outstanding Speed tier which allows it to further take advantage of opposing teams with its status moves like Substitute and Leech Seed. Moreover, Tera really enabled it as an answer to would be checks like Tera Ghost for Ekiller Arceus sets, Tera Ground to boost Earth Power and become immune to Electric/Thunder Wave and Tera Steel to resist a lot of types, including previously weaknesses like Poison, Ice, Flying and Rock. It's true that in April 2024 there are way more ways to deal with Skymin than in the 2023 meta and that it hasn't been that problematic compared to the other two bans, but given the support from the tiering survey and our previous experiences with Skymin in the meta, we feel it's the best for the tier to get rid of it as soon as possible by reverting its unban after the tiering shifts.

And thus, Lunala, Arceus-Ghost and Shaymin-sky are all banned from Ubers UU! Tagging Marty and dhelmise for the implementation in the ladder, thank you!
