Heatran is like a full counter to the common SpeDef/Scarf set,hidden power ground with the expert belt is a very good lure to him.

Apicot Berry gives Natural Gift a Ground-type, allowing Talonflame to SD on the Switch-In and subsequently OHKO it. Heck if you've got balls you can simply click Natural Gift if SR is on the field for a 37.5% chance to OHKO it there and then.

Sorry, but this is literally the first set named "Offensive Dragon Dance" so this can't be really considered a true "lure" (Earthquake on Mega Altaria is not that obscure in a physical set) being almost a standard coverage move.

Freeze dry mamo is standard
Hp fire is a very common move on Latios

By replacing Bug Buzz with HP Ground, Volcarona is now able to setup in Heatran's face before OHKO it after two Quiver Dances. The scenario is simple: Volcarona is switched after a sac or from U-turn/Volt Switch/Baton Pass into something it forces out. After that, Volcarona sets up a Quiver Dance as Heatran naturally switches. Then, Volcarona sets up a second Quiver Dance as Heatran either Taunts it (idk why it'd do that, but still...), Toxics it (that's why I put Lum Berry instead of Passho Berry or whatever item one would want to use), sets up SR (predicting a switch, which would've happened if it didn't have HP Ground) or even Lava Plume it (again, predicting a switch) before getting OHKOed (read getting your team swept) by the almighty fire-breathing moth God.

Without HP Ground:
+6 252 SpA Volcarona Bug Buzz vs. 248 HP / 192+ SpD Heatran: 109-129 (28.3 - 33.5%) -- 95.1% chance to 4HKO after Leftovers recovery

With HP Ground:
252 SpA Volcarona Hidden Power Ground vs. 248 HP / 192+ SpD Heatran: 200-236 (51.9 - 61.2%) -- 92.2% chance to 2HKO after Leftovers recovery
+2 252 SpA Volcarona Hidden Power Ground vs. 248 HP / 192+ SpD Heatran: 392-464 (101.8 - 120.5%) -- guaranteed OHKO

I honestly think all of these should not be considered lures and I have no idea why they're even being submitted, standard coverage doesn't lure anything, it has to be surprising and uncommon imo...

Celebi is usually seen as a defensive mon that's used to check keldeo, azumarill, rotom, lopunny etc. and the ebelt set is really underrated, it has fantastic coverage and can run whatever your team needs in the last 2 slots, and is a nice tran lure because it likes to come in on standard np/sd pass or whatever celebi to get rocks up for free, however it has a chance to straight up get ohkoed by ebelt celebi after rocks which can open up room for latis/pidgeot/talonflame/whatever you have thats walled by heatran ( 172 modest outspeeds max timid tran, i know the set to lure is spdef, but there is no reason to use this and get outsped by offensive non scarf tran)

So Bird Jesus: Is it used in OU much? Not really. Most sets in Mega Pidgeot use: Hurricane,Heat Wave, U-turn, Refresh, Work Up, Roost, and the more uncommon moves on Bird Jesus HP Ground. Now HP ground does a reliable 2hko on sp.def heatran with rocks making it guranteed 2hko.

Bulkyzor is able to lure Sdef Tran, outspeed it (with an 88 Spe investement Scizor reachs 208 speed, which is more than Heatran's 207) and kill with Superpower, 2HKO-ing it a +0 and OHKO-ing even a +1 (+1 0 Atk Mega Scizor Superpower vs. 248 HP / 0 Def Heatran: 350-412 (90.9 - 107%) -- 43.8% chance to OHKO). With Superpower it can avoid to be a setupfield for Ferrothorn and could be still able to sweep, due to his great bulkyness.

I can't vote for myself.
Focus Blast on Clefable is strong but unreliable.
Earth Power on Celebi and Earthquake on Altaria is pretty standard.
Superpower on Scizor is strong but that Def drop hurts al lot forcing it to switch-out.
Choice Band Ferrothorn is nice but Ferrothorn is more useful/viable as a supporter.
Natural Gift is Natural Gift.
Earthquake Mega-Venu is nice but the 4° slot is overcrowded by useful moves
Most of the HP Grounds are nice but I think that Serperior is more useful with HP Fire, so:

I vote for Hidden Power Ground Volcarona

(Also, I'd like to point out that EQ is actually slashed on Latios' main Dex set, specifically for Heatran. That said, it's still very rarely seen, so it counts, if only based on the fact that you can still catch people by way of lack of usage.)

Because if you use Latios you will be tempted to use a powerful Draco Meteor as fast as possible -the reason you pick Latios over Latias- and after a -2 SpA drop you are hopelessly walled by Heatran especially if the Fire-Steel pokemon enters on a predicted HP Fire but still Toxic on Latios is a thing. In my opinion Earthquake on Latios can be considered a lure move because you forget HP Fire (useful towards some key monsters such as Ferrothorn/Scizor) in order to use Earthquake (which can work even after the SpA drop).

All lure sets are typically suboptimal, or they'd be standard. I understand that Ferrothorn is more viable as a support Pokemon, of course, but that doesn't necessarily detract from its effectiveness as a Heatran lure, I actually think that there is no Pokemon better for it because it is just so unexpected and out of left field...but it's my nomination so :toast:

I'm voting for Earthquake Mega Venusaur.

Mega Scizor is one the of the best mega's in OU, and it's no surprise when it's got great typing, great defenses, and a great offensive moveset along with an ability to help one of it's best moves in Bullet Punch. There's also the fact it's able to setup with Swords Dance, and it's got recovery in Roost to help keep it alive and tank hits all day long. Mega Scizor doesn't go down easily, especially considering how it's only got 1 weakness in fire, and it's able to check a ton of threats including fairies (namely Clefable and Mega Altaria), and some special attackers like Latios and Latias.
