To be honest, Magcargo just can't pull off boosting its Speed. The two main base 40s who do are Camerupt and Rhyperior. Camerupt makes an incredible mixed attacker after a Speed boost, while Rhyperior is, well, Rhyperior. Magcargo's 30 Speed is just too low without Rock Polish or a defensive spread. Even WITH Rock Polish and a boosting nature, base 110's and up outspeed it after a Rock Polish, and NO INVESTMENT base 70s do before an RP. Due to the low HP stat and meh typing, it won't be taking much of a beating before dying. Unbold the Speed-boosting moves. There are far better boosters out there.
