[OVERVIEW]
Magmar stands out as an interesting Fire-type in RBY NU, trading the typical access to Fire Spin for an incredible movepool. With a multitude of fantastic attacks like Psychic, Submission, and Fire Blast, as well as many useful utility moves such as Body Slam and Counter, Magmar has a potential move to fit nearly every situation. This large movepool also makes it hard to predict, with the opponent forced to make tough decisions if not every move has been revealed. Its typing grants it some defensive utility versus the other Fire-types such as Moltres and Ninetales, as well as being fantastic offensively versus Grass- and Bug-types like Exeggcute, Venomoth, and Pinsir.

However, Magmar is one of many Fire-types in the tier and is unfortunately mostly outclassed by more popular picks such as Arcanine, Charizard, and Ninetales. Lacking Fire Spin is unfavorable, as it's incredibly useful to freely pivot out from checks like Blastoise and maintain momentum. Arcanine also lacks Fire Spin, but it features much more favorable bulk. Magmar's movepool grants it better matchups versus the likes of Kabutops, but its middling stats still hold it back, and it often can't fit everything it needs to function consistently. Magmar is also physically frail, making Ground- and Rock-type Pokemon like Nidoking and Golem especially frightening foes to face.

Fire Blast is Magmar's strongest STAB move and has a useful 30.1% chance to burn, making potential checks like Kabutops less inclined to switch in. Seismic Toss is a decent neutral option, dealing consistent 4HKOes to bulky Pokemon such as Blastoise and Moltres. Submission most notably 3HKOes Kabutops, a Pokemon that many Fire-types like Arcanine can struggle with, while also 2HKOing Raticate and 3HKOing Clefable and Porygon. Psychic is able to 3HKO Nidoking and the rare Nidoqueen, which can be improved by Special drops. It also grants it a potential role as an effective Moltres check, threatening Special drops while taking little damage from Fire Blast. In addition to this, if Kabutops and Nidoking take a singular Special drop, Magmar can win the interaction cleanly. Body Slam makes use of Magmar's surprisingly decent Attack and can threaten paralysis against Pokemon like Mr. Mime, and Submission and Psychic nail resistant Pokemon like Golem.

Magmar's wide movepool makes it pretty customizable. Counter can heavily punish Raticate, Clefable, and Pinsir for using their primary attacking moves, as well as any Pokemon using Body Slam as coverage. Hyper Beam is a viable alternative to Body Slam, letting Magmar more convincingly beat physically frail Pokemon—like Mr. Mime from a minimum of 48.4%. However, against some bulky threats like Blastoise and Moltres, it doesn't deal vastly more damage than Seismic Toss. Toxic firmly prevents Dragonair from sweeping with AgiliWrap if it attempts to use Magmar as setup fodder, as well as checking other wrappers such as Rapidash and Ninetales. Toxic can also be used to support wrapper teammates, increasing their net damage output when using their partial-trapping moves. Finally, Smokescreen possibly allows Magmar to beat Pokemon it otherwise would not, such as AgiliWrap sweepers. In addition to this, Smokescreen can reapply the foe's Speed drops from paralysis.

Magmar is best used on teams that want the offensive threat of a second Fire-type alongside Charizard, but don't want the inconsistency versus Kabutops that Fire-types like Arcanine and Moltres can cause. Having multiple Fire-types can cause the team to struggle offensively versus other Water-types like Seadra and Blastoise, so checks to these such as your own Blastoise, Mr. Mime, and Electrode are appreciated. Blastoise is an especially good choice, as it also helps versus Golem, which Magmar can merely 4HKO with Seismic Toss and Psychic—while being OHKOed by Earthquake in return.

To be very frank, you didn't proofread this well at all, as you include references to Confuse Ray in set details and also include an unintentional factual error with Arcanine being implied to have Fire Spin access. I don't think this partial rewrite solves the problems the on-site analysis has. There are some Confuse Ray points left in despite the main set change, and I also feel like the set change is a bit odd and isn't great.

This feedback is VERY long but I do have a lot of big opinions on Magmar anyway. I think it's alright, just woefully misunderstood and misused.

While Magmar does have an advantage with its fantastic movepool, granting it better matchups versus the likes of Kabutops than some of these Fire-types, its mostly lower stats compared to the aforementioned other Fire-types hold it back in the metagame. Magmar is also physically frail, taking massive damage from physical attacks, making Pokemon like Nidoking and Golem especially frightening foes to face. Ergo, Magmar is not recommended for conventional RBY NU teams.

This suffers from the same issues I had with bt89's Butterfree analysis. This largely fails to address Magmar's strong points, leading to it being, well, not very constructive. Why read on at this point? This would make an amazing second paragraph, this fails to establish Magmar's identity as a Pokemon. The sole acknowledgement Magmar gets here is its "fantastic movepool" which then proceeds to not get covered at all. Look at your Nidoqueen analysis and go about it that way.

Introduce a new first paragraph that addresses what Magmar is: an offensive Fire-type with an extremely large movepool that benefits from paralysis support. It gets so much stuff, like Psychic, Confuse Ray, Submission, Counter, Smokescreen, etc. Magmar often has a move for almost every situation. While this first paragraph will naturally be quite short due to Magmar's stats just not being enough while being in a sea of better Fire-types, that's just how these analyses will be. Magmar exchanges Fire Spin access for immense coverage, including multiple midground options in Psychic + Body Slam.

I also feel like the comparison to the other Fire-types isn't quite right. You're currently comparing Magmar to Fire Spin users, which isn't really what its role is. I feel it is more like Ninetales or Arcanine, especially the latter, which exchanges Fire Spin access for bulk. See if you can retool this.

Magmar Fire Blast vs. -1 Clefable: 197-232 (50.1 - 59%) -- guaranteed 2HKO
Magmar Fire Blast vs. -1 Porygon: 217-255 (65.1 - 76.5%) -- guaranteed 2HKO - guaranteed KO in sequence
Magmar Fire Blast vs. -1 Raticate: 271-319 (86.5 - 101.9%) -- 12.8% chance to OHKO - guaranteed KO in sequence
Magmar Psychic vs. -1 Blastoise: 99-117 (27.4 - 32.4%) -- guaranteed 4HKO - 2 drops is a 3HKO, forced to Rest stall

Magmar Psychic vs. -1 Kingler: 136-160 (43.4 - 51.1%) -- 4.3% chance to 2HKO - any chip and it dies, and it needs to spend a turn setting up in the first place. With the current set, you're literally setup fodder if you don't land a burn.

The Moltres matchup is also quite interesting;
-1 Moltres Fire Blast vs. Magmar: 55-65 (16.5 - 19.5%) -- possible 6HKO - it's forced to try and 2HKO with Hyper Beam or 3HKO with Double-Edge, the latter of which often makes the situation worse.
Magmar Psychic vs. -1 Moltres: 76-90 (19.8 - 23.4%) -- possible 5HKO

Nidoking and Kabutops calcs;
Magmar Psychic vs. Nidoking: 141-166 (38.6 - 45.4%) -- guaranteed 3HKO - Fire Blast does similar damage, but with a special drop...
Magmar Psychic vs. -1 Nidoking: 217-256 (59.4 - 70.1%) -- guaranteed 2HKO - You get a near-guaranteed 2HKO, which Magmar can reasonably pull off if healthy, as it outspeeds Nidoking.

Magmar Psychic vs. -1 Kabutops: 111-131 (34.3 - 40.5%) -- guaranteed 3HKO - I greatly value this
-1 Kabutops Surf vs. Magmar: 122-144 (36.6 - 43.2%) -- guaranteed 3HKO - also an interesting calc, you avoid the 3HKO and outspeed. Kabutops is forced to use Slash, which does 45.6 - 53.7% and is thus just barely not enough for a KO even on max rolls. Therefore, Magmar can actually just win here, especially if it switches in, as it outspeeds Kabutops in the first place. Of course, Hydro Pump changes this drastically, but a single miss or Special drop means Magmar can still win, as it does 45.9 - 54% at -1.

Of course, Magmar is very reliant on the Special drops and/or crits, but you can feasibly win against Nidoking and Kabutops here, which Fire-types tend to be inconsistent with or just pivot out against. It generally improves Magmar's matchups across the board. Plus, Psychic is part of Magmar's identity as a Pokemon in the first place and, in my opinion, defines how it operates. Magmar isn't going to be great against Nidoking as even minor chip lets Earthquake KO it, but you stop it from switching in and if it's paralyzed its chances of actually winning become quite slim. Against Kabutops, a single Special drop means Magmar just wins, even in a flat 1v1.

Considering the decent matchup against Normal-types when using Psychic and Submission just being bad, I would at least make this the first slash in the 4th slot, at most remove Submission entirely for leaving you in a worse (or even guaranteed) Nidoking revenge kill range if used even once.

On a side note, I should also emphasise that Psychic + Body Slam is unresisted in this tier, just like Submission + Body Slam. Additionally, this gives Magmar two midground options, which is part of why Electabuzz succeeds in UU as well.

Hyper Beam is a viable alternative to Body Slam, letting Magmar more convincingly beat physically frail Pokemon like Mr. Mime from a minimum of 48.4%. However, against some bulky threats like Blastoise and Moltres, (AC) it doesn't deal vastly more damage than Seismic Toss. Finally, Toxic over Confuse Ray (*ahem*) firmly prevents Dragonair from sweeping with AgiliWrap if it attempts to use Magmar as setup fodder, as well as checking opposing Wrappers such as Rapidash and Ninetales. Toxic can also be used to support its teammates that utilize Fire Spin, Bind, or Wrap, increasing their net damage output when using said moves.

Magmar is best used on teams that want the offensive threat of a second Fire-type alongside Charizard, but don't want the inconsistency versus a Pokemon like Kabutops that some Fire-types like Arcanine Moltres (miles better example) and Rapidash can cause. Having multiple Fire-types can cause the team to struggle offensively versus other Water-types like Seadra and Blastoise, so checks to these such as your own Blastoise, Mr. Mime, and Electrode are appreciated. Blastoise is an especially good choice, as it also helps versus Golem, which Magmar can merely 4HKO with Seismic Toss while being threatened with an OHKO from Earthquake in return. (this can also be achieved by Psychic, which becomes a 3HKO with a single special drop, fwiw)

Magmar stands out as an interesting Fire-type in RBY NU, trading the typical access to Fire Spin for an incredible movepool. With a multitude of coverage due to fantastic options like Psychic, Submission, and Fire Blast, as well as many useful utility moves such as Body Slam and Counter, Magmar often has a potential move to fit nearly every situation. This large movepool also grants it a noticeable amount of unpredictability, with the opponent forced to make tough decisions if not every move has been revealed. Its typing grants it some defensive utility versus the other Fire-types such as Moltres and Ninetales, as well as being fantastic offensively versus Grass- and Bug-types like Exeggcute, Venomoth, and Pinsir.

However, Magmar is one of many Fire-types in the tier and is unfortunately mostly outclassed by more popular picks such as Arcanine, which who also trades away access to Fire Spin but features much more favorable bulk. Not having access to Fire Spin is generally unfavorable as a Fire-type, as its ability to potentially pivot out for free against checks like Blastoise is incredibly useful due to its ability to maintain momentum. While Magmar does have an advantage with its fantastic movepool, granting it better matchups versus the likes of Kabutops than some of these Fire-types, its mostly lower stats compared to the aforementioned other Fire-types hold it back in the metagame. In addition to this, while it does have this plethora of offensive options, it can tend to not have enough moveslots to fit everything it needs to function consistently(maybe shorten this to ‘can tend to have 4MSS’ or something). Magmar is also physically frail, taking massive damage from physical attacks, making Ground- and Rock-type Pokemon like Nidoking and Golem especially frightening foes to face. Ergo, Magmar is not recommended for most RBY NU teams, and other Fire-types should be looked towards first before deciding to use it.

Seismic Toss is a decent neutral option, dealing consistent 4HKOes to bulky Pokemon such as Blastoise and Moltres. Submission most notably 3HKOes Kabutops, a Pokemon that many Fire-types like Arcanine can struggle with, while also 2HKOing Raticate and 3HKOing Clefable and Porygon. Psychic is able to 3HKO Nidoking and the rare Nidoqueen, which can be improved by Special drops. It also grants it a potential role as an effective Moltres check, threatening Special drops while taking little damage from Fire Blast. In addition to this, if Kabutops and Nidoking are inflicted with a singular Special drop, Magmar is liable to simply win the interaction cleanly. Counter can be used to punish Raticate, Clefable, and Pinsir by forcing them to take massive damage for using their primary attacking moves, as well as any Pokemon using Body Slam as coverage. Hyper Beam is a viable alternative to Body Slam, letting Magmar more convincingly beat physically frail Pokemon like Mr. Mime from a minimum of 48.4%. However, against some bulky threats like Blastoise and Moltres, it doesn't deal vastly more damage than Seismic Toss.
