In Gen 6 Pure Hackmons, there is currently a workaround for Endless Battle Clause that consists of the following setup:

A Magnet Pull Steel-Type Pokemon that has two copies of the same move is copied by an opposing Imposter. The Imposter is trapped, and when it uses up all of its PP, it is left to use the move that there are two copies of. However, the game recognizes this as trying to use a move that has 0pp, and instead of struggling, the "But there was no PP left for the move!" message displays in chat without the move being used and the battle continues. The next turn, the imposter is only able to use the move that "has 0 pp".

I believe EBC should be triggered after 5 turns of seeing this message in a row. This strategy has no use outside of forcing endless battles and currently doesn't seem to trigger EBC.

I would tend to agree with this (that abusing the interaction of PP and having multiple copies of the same move should trigger EBC), but this is a policy decision that extends beyond a single tier. This would apply for every tier that allows multiple copies of the same move where that mechanic exists. It would need to go through Policy Review as a result, since the suggestions forum isn't the place for format suggestions.

The immediate issue I see with your recommendation is that it would be really easy to set up EBC yourself and force ties. Just run two copies of the same move and if things start going south, PP stall yourself and you can force ties in 5 turns.
