This is my first Q&C so please forgive if I made mistakes.
[SET]
Name: Choice Scarf
Move 1: Earthquake
Move 2: Ice Shard
Move 3: Stone Edge
Move 4: Superpower
Item: Choice Scarf
Nature: Adamant/Jolly
Ability: Snow Cloak
EVs: 252Atk/252Spe/4Def
[SET COMMENTS]

Mamoswine is a fearsome Pokemon, boasting the highest Attack stat of all Ice-types. However, Mamoswine's 80 base Speed stat prevents it from sweeping.

With Choice Scarf equipped, Mamoswine reaches 388 Speed if it's Adamant or 426 Speed if Jolly, allowing Mamoswine to outspeed faster Pokemon that are not carrying a Choice Scarf, such as Starmie and Gengar.

Earthquake is the most powerful choice, having a 150 base power including STAB. Ice Shard is used to take out Pokemon that have pirority on them, such as ExtremeSpeed Lucario(When it's on red health) and Mach Punch Infernape. Stone Edge is there to take out Pokemon that are immune to Earthquake, such as Gyarados and Zapdos. Finally, Superpower is chosen to deal with Pokemon that resist all of Mamoswine's moves.

[ADDITIONAL COMMENTS]

Ice Fang may be used over Ice Shard for the higher base power, but without Ice Shard Mamoswine could not take out Pokemon with pirority without taking a hit from them. 252 Attack and Speed EVs are used to maximise Mamoswine's offensive stat, while the remaining EVs are placed in Def and not HP, as Mamoswine's base 110 HP is already high. Adamant is preferred as it allows Mamoswine to hit harder, but Jolly could be used to outspeed other Pokemon with higher base speed and carrying a Choice Scarf but with a neutral nature.

Mamoswine appreciates entry hazards support, as that will allow Mamoswine to take out Pokemon easier, such as Blissey, as Adamant Superpower will only deal 60.2% - 71.1% to it.

Mamoswine is weak to the common Fire, Water, Steel and Fighting types, so it's best to pair Mamoswine with those Pokemon that resist all the types mentioned. Gyarados pairs up well with Mamoswine, as Gyarados resist Mamoswine's weaknesses and Mamoswine is immune to Gyarados' 4X Electric weakness. Magnezone could be paired with Mamoswine due to Magnet Pull, but Magnezone will only add to your team's Fire and Fighting weaknesses.
