Rest + Hydration gives Manaphy immediate recovery and lets it exploit passive Pokemon like Gastrodon and the aforementioned Toxapex that attempt to status it. Energy Ball hits Pokemon like Tera Water Garganacl and Gastrodon, while Psychic prevents Toxapex from pivoting around Manaphy. Pelipper is an obvious teammate that provides rain for Manaphy, letting it use this set most effectively. Manaphy has issues with offensive Pokemon like Iron Valiant, Kartana, and Baxcalibur, so rain Pokemon that can either outpace them or naturally check them like Mega Swampert, Zapdos, Tornadus-T and Ferrothorn make for good teammates. Mega Swampert appreciates Manaphy breaking through Pokemon like Ferrothorn and Alomomola while it deals with offensive threats like Iron Valiant and Tapu Koko. Utility options like Ferrothorn help Manaphy as well, since it deals with Pokemon such as Baxcalibur the aforementioned Tapu Koko while also providing entry hazards to support Manaphy’s wallbreaking capabilities.

(feels too dex info-y, something like how it leaves mana vulnerables to physical attackers like abc is better imo) Tera Poison and Steel give Manaphy a Toxic immunity and Grass- and Fairy-type resistance, letting it set up easier infront of choice-locked in front of Choice-locked Iron Valiant and Kartana. Pokemon that support Manaphy with dual screens like Tapu Koko ease Manaphy’s time with in setting up. Teammates like Dragonite and Volcarona that can deal with Pokemon like Rillaboom and Tapu Koko, which that threaten Manaphy even when it's boosted, has boosted stats like Dragonite and Volcarona are appreciated.
