It isn't. If you can give me a minute, I'll go look it up. Not sure about the D/P one, but there should be something similair to the Advanced line-up.

EVs: 156 Atk / 170 SpA / 184 Spe

~ Substitute
~ Focus Punch
~ Shadow Ball
~ Thunderbolt

Might want to throw HP: Ice somewhere (probably over Thunderbolt). Don't know the D/P standard however.

Ice Punch (HP Ice in D/P) is often used>Shadow Ball. I have little idea how effective it is in D/P, since it's an ADV set. Shadow Ball doesn't do much to Cresselia but in Sandstream you could probably scare it away. Focus Punch handles Tyranitar/Weavile, provided you predict them because if they switch in on anything else Pursuit kills you. Thunderbolt handles Gyarados/Skarmory.

Again kind of redundant since there are a whole different set of threats and different Speed tiers.
 
I am not familiar with this gengar build but is it build to counter just a skarmory and blissey while still having chance to beat beat gyarados or the dragons (with hp ice)?
 
In ADV, McGar was used to counter SkarmBliss, if that's what you're asking. Nowadys however most Blisseys have either Ice Beam or Thunderbolt (or in ObiBliss's case, Flamethrower), so nowadays its less used. That, and you can accomplish the same thing with Life Orb Gengar in some ways. Still, McGar has a few moot points in D / P, just not as much nowadays...
