The problem with Smeargle is that its usefulness was never in its stats, typing, or ability. It was all in its moveset. Unfortunately, Mega Smeargle can change nothing but stats, typing, and ability, since its movepool can't really be expanded at all. To compound that problem, Smearglite means that it cant hold a Focus Sash, one of the items critical to its usefulness. In a case like this, when nothing about the Pokemon can be improved, and the lack of an item will almost definitely make the Mega subpar to its base form, then I concede that drastic measures must be taken. Yes, for this one time only, I mean real drastic measures.

Fur Coat Smeargle, I approve. This time and this time only.

In order for a Mega Smeargle to be even remotely useful, it needs something really, really good. Its offenses are pitiful to the point where even 100 points into a single stat still won't likely break it. Focus Sash will outclass nearly anything we give to Mega Smeargle, including Sturdy, because though Mega Smeargle may have boosted stats with a built-in Focus Sash, no one uses Smeargle for its stats; utility is a role even standard Smeargle can play. The one thing we can do with it is make it a better utility Pokemon, and boosted defenses are one of the best ways we can do it. Fur Coat (or a Special variant) can help Smeargle take hits and support; unlike Focus Sash, it will be able to do so more than once--that's what warrants its use over regular Smeargle. Stat, movepool, and type changes aren't likely to help Smeargle, but an ability that allows it to outperform current Smeargle will. (As a side note, no Prankster, please, as it would literally outclass every current Prankster holder because of its amazing movepool and thus render much of the balancing of Prankster Pokemon redundant).

Given how common Fur Coat suggestions have been I wouldn't really call it drastic. Wonder Guard Smeargle anyone? =P
I think that Stantler and Entei will be fun to work with.

Smeargle's chosen ability must be handled carefully.

Prankster Smeargle is way too overpowered, there's no arguing this. Speed Boost, Simple, and anything of the like would also be too broken with all of Smeargle's options. Magic Bounce would possibly cause Smeargle to outshine every Hazard user, and even a few Rapid Spinners.

Huge Power with increased Attack is something we need to be careful with in terms of execution, as Smeargle literally has every possible high-powered Physical move in its arsenal.

I'm thinking something more along the lines of Oblivious may be nicer, as avoiding Taunt would be fantastic for a supporter and hazard setter like Smeargle without making it impossible to defeat. Sturdy can also be well used, as Smeargle will really miss his fancy Focus Sash he usually wears.

Though I'm not making one I wanna address Smeargle.
There are two ways to make a good mega Smeargle.
1) Give it an ability that makes it a better support mon than its base form(no Prankster/Simple plz).
2) Make it offensive(I'm thinking special huge power clone).
 
I went ahead and made a list of every (existing) defensive ability I feel Mega Smeargle could want and thrive with, along with about one sentence of explanation and/or opinion. Not included is Magic Bounce.

  • Fur Coat: While I don't support it, I cannot reasonably argue that Mega Smeargle wouldn't love taking half damage from physical attacks. It'd really help with setting up.
  • Magic Guard: Immunity to hazard damage and Toxic would really help Smeargle find more chances to use its moves.
  • Mold Breaker: Magic Bounce users are now useless against Smeargle. God help the opponent if you crippled or defeated their hazard remover.
  • Multiscale: While this makes no sense flavorwise, Smeargle would appreciate Multiscale to replace its Focus Sash. Multiscale is also reusable with whatever healing move Smeargle might opt to go with in this case, though Smeargle usually uses nothing of the sort due to moveset constraints.
  • Oblivious: Immunity to Taunt is very good for a support Pokemon, without being too overpowered like Magic Bounce.
  • Sturdy: Focus Sashes will be very missed. This fixes that.
  • Trace: Works perfect in terms of flavor and would allow Smeargle to utilize his opponent's abilities. This is situational, but still has potential.
  • Wonder Skin: Wonder Skin would allow Smeargle to dodge many common moves such as Taunt, Toxic, Will-o-Wisp, and Thunder Wave half of the time.

Well, that's all I got. I probably missed some stuff hahaha, really interested to see what you guys are thinking!
 
I'm just gonna do something entirely unexpected and slap No Guard on Mega Stantler. Megahorn, Hypnosis, Thunder, Iron Tail, Zen Headbutt, and Jump Kick will be much more reliable, and buffing his already decent offenses would make him a pretty neat mixed attacker. And that doesn't even consider any extra retyping and new moves. Hi Jump Kick is obvious, given Jump Kick being there, but I could also add Swords Dance and Nasty Plot as boosting moves, or I could forgo Hi Jump Kick for Hyper Voice for a special STAB. Adding a Psychic-typing makes sense, but the extra Dark weakness makes me not want to add it in.

I could see normal grass working for it, since it has sap sipper and is a deer.
 
Part of me wanted to make an attacking set for Smeargle (since it won't be surviving shit anyways and so many options not already mentioned will be outclassed), but I realized that with 20 offenses I can't really have it do much...

The only other abilities I can think of will be really crappy or otherwise overpowered and garbage (for instance Auto Move 1 when you switch in as long as it isn't a 2 turn move)
 
My Thoughts on giving Sturdy Smeargle some flavour:

Smeargle is a expertise at painting; it has trained his hands to be stiff so his paintings are precise. It's body can fully devote itself to painting, making Smeargle's entire body stiff, or study, as some would call it.

I thought the point was not to make a Mega that outclasses its base form. Then again, I suppose there's really no way around it for Smeargle; either its Mega is useless because you have to use your Mega slot on it, or it outperforms regular Smeargle in every way.

I was thinking Trace. Makes sense and can technically be any ability (just like it can have any move). Then just toss everything into defenses.
 
I prefer Protean over Trace though.
also, make Smeargle's defense and special defense both 120(more or less) so that it would compensate for its lack of item usage.

ShadowSneak if attacked by Normal or Fighting
SuckerPunch if attacked by Psychic
Extremespeed if attacked by Ghost
lol XD IMO.
