The alternate spread of EVs for Bulky Foo does not hit eviolite numbers, so maybe change it to 156 HP / 116 Def / 196 SpD with an Impish nature to hit eviolite numbers of 23 HP / 14 Def / 14 SpD. The current alternate spread hits 24 HP / 14 Def / 13 SpD.

My spread:
236 SpA Misdreavus Dazzling Gleam vs. 156 HP / 196 SpD Eviolite Mienfoo: 10-14 (43.4 - 60.8%) -- 88.7% chance to 2HKO

OP's spread:
236 SpA Misdreavus Dazzling Gleam vs. 236 HP / 116 SpD Eviolite Mienfoo: 12-16 (50 - 66.6%) -- guaranteed 2HKO

a spread of 236 HP / 116 Def / 116 SpD with an Impish nature maximizes bulk

As you can see, this is not the case.
