Every tier has its bulky Water-types, and for RU that's Milotic! Milotic does what bulky Water-types in just about every tier do: burn stuff with Scald, maintain longevity with Recover and Refresh, and sponge up tons of neutral or resisted hits thrown at them. With Scald, Milotic can threaten defensive and offensive switch-ins alike; Pokemon like Bronzong and Mega Abomasnow equally dislike being burned. Recover and Refresh allow Milotic to consistently stay healthy via recovering HP and curing status ailments, allowing it to sponge hits throughout the match and continue to do what it does best: sit there. Haze ensures that while Milotic is planted firmly in front of something it walls, such as Feraligatr and Snorlax, it is unable to boost to break through Milotic. Milotic pairs nicely with Pokemon weak to the offensive Water-types in RU like Feraligatr and Cloyster, such as Mega Steelix, Gligar, and Rotom-C. Additionally, Milotic acts as a great status sponge, thanks to Refresh, and check to other defensive Pokemon such as Registeel and Mega Steelix. Milotic isn't infallible and appreciates Pokemon like Dragalge and Porygon2 to take hits from common counters like Shaymin, Roserade, and Rotom-C, but it can take one-off hits from these Pokemon due to its defensive capabilties.

Registeel is kind of irrelevant in the current meta, Bronzong is probably a better example. Tsareena while slightly more relevant still isn't a mon I would mention in the spotlight. And since you list offensive switch-ins before defensive, you should order the mentions that way as well (more of a GP thing but ya know I'm GP too). I would also make a mention of how it survives some super effective moves, like unboosted Volt Switches and even Leaf Storms from the likes of Rotom-C and Roserade due to its insane bulk. You could also probably mention how it's susceptible to Taunt users like Mandibuzz, whom it cannot break through, although this isn't as mandatory of a mention as the aforementioned stuff. Otherwise it looks pretty good.

(the specific examples of setup moves don't really add anything to this, as it's just a quick spotlight on the set and not the ru tier as a whole) Milotic pairs nicely with Pokemon weak to the offensive Water-types in RU like Feraligatr and Cloyster, such as Mega Steelix, Gligar, and Rotom-C. Additionally, Milotic acts as a great status sponge, thanks to Refresh, and defensive check to other (removes repetition with defensive) defensive Pokemon such as Registeel and Mega Steelix. Finally, Milotic isn't infallible either; although it can tank one-of one-off attacks from some of its counters like Shaymin, Roserade, and Rotom-M Rotom-C, it still loves Pokemon like Dragalge and Porygon2 to more consistently sponge up those hits. (ending the spotlight on a negative light can convince people that it's bad, so maybe reword it to say "Milotic isn't infallible and appreciates Pokemon like Dragalge and Porygon2 to take hits from common counters like Shaymin, Roserade, and Rotom-C, but it can take one-off hits from these Pokemon due to its defensive capabilties" or something that better reflects the meta)
