As other people have already done, I'm leaning into the "opera" aspect of Jynx and its borderline offensive design, with evolution having it made into the archetypal "fat lady". Unlike what little I know of opera, however, Optimagury would attempt to strive for the best futures possible actively rather than being forced to use the somewhat useless Forewarn ability to achieve only tragedy, i.e. being tragically unplayable. This is part why none of the new moves it gets are remotely Psychic-related, though it helps that it basically already had all of the best non-exclusive ones anyway, including the redone Teleport.
Speaking of new moves, Sparking Aria fits the opera theme without having to go all in on sound moves, as well as gives the Jynx line access to a stronger Water attack than it would otherwise have. Moonblast, Moonlight, Parting Shot, and Spotlight all similarly have at least some flavor influence from opera, though Moonblast is the iffiest of those and Moonlight doesn't play as well with Dry Skin as one would hope. This ironically leaves Freeze-Dry, the sole STAB move that it got, as the arguably iffiest new move, though given that Kyurem also has 130 SpA and is faster, it's
probably fine to give to Optimagury--probably.
In going back to opera focuses and "the fat lady" trope, evolution has increased Jynx's bulk
a lot and, as it did for both Electrivire and Magmortar, lowered her Speed a bit by 10 points. Thankfully 85 Speed is still at least decent unlike poor, poor Magmortar and its eternally awkward 83 Speed. It still doesn't want really take a physical hit, especially since Ice is the worst defensive typing in the game and since Psychic is little better (especially if you're getting Pursuited), but it at least will no longer explode into ganguro confetti if anything physically so much as grazes it now. Yay?
Its new bulk and the basis for it is why it weighs as much as it does though, so avoid Low Kick I guess. (I was also tempted to give it Tinted Lens instead of Soundproof after I decided on this much better current name after two absolutely horrible ones, but I want to keep Soundproof because....)
Competitive Overview: It's a bit difficult to know where this would ultimately shake out in OU or elsewhere, but I did know that first and foremost I just wanted another Soundproof user since Kommo-o is annoyingly the only really usable one at present, especially since it isn't either outright weak to Poison and/or just outright garbage. So it would just be nice to have another usable answer to Toxtricity spamming Boomburst that isn't either a Ghost or Kommo-o; a bit of a shame that Volcarona's Fiery Dance still hits Optimagury super effectively, but it at least gets Psyshock to hit it back if it doesn't have more than one Quiver Dance up.
Outside of those two specific mons, the existence of Heavy-Duty Boots helps it as it does basically all (Stealth) Rock-weak mons, especially one with two pivot moves now as well as at least two forms of healing. I was initially considering giving this Magic Guard before I had decided anything else just because of the fantasy elements some of the most famous operas tends to have (that I am aware of) and it being a Psychic-type that could use a lot of help. This despite being rightfully wary of that overpowered ability. The stats I wanted, however, (thankfully) didn't line up with Magic Guard given this would have had (way) too much bulk for a Magic Guard mon. This even before the fact that Magic Guard is so busted that it also negates Life Orb recoil, which I tend to forget. So Boots will have to do, and it will at least can have Freeze-Dry now somewhat safely.
In fact, with Freeze-Dry as its Ice STAB, Optimagury can hit basically every mon in the game that isn't Shedinja at least neutrally with its STABs and Sparkling Aria, which is pretty good even if Sparkling Aria is a somewhat underwhelming Water attack normally. Otherwise, due all of its status moves, Optimagury is largely an active support mon, one that can even pass as a cleric; I will note here that at present Heal Bell now works through your own Soundproof, so even that's not a problem though Oblivious would arguably be better for a cleric anyway. Finally, among other things, this mon would become the strongest non-Mega haver of Future Sight, Teleport, and Wish, slightly edging out the far less bulky and slightly slower Gardevoir. Between that, being the only mon to have Parting Shot with Future Sight and Parting Shot with Wish (and so both), and abuse Hail, Psychic Terrain, and, to a far lesser degree, Rain, this mon should at least be "decent" I suppose.
