MOE que on IV calculating

I'm computerless for the most part, so I do all my calculating on paper. My question is, is the MOE both +/-? As in, if I'm level 25, does that mean my Attack IV could be from 11-17, or 11-14, or 14-17? (Assuming 14 is the number cranked out when doing the IV equation)

Serebii's IV calculator does NOT work on a PSP. SIGH. ._.
