Sadly, yes! Im having so much trouble with the frame as well!
Can delays be converted into seconds? If so my delay is 636. How much secs will that be?
Can this be rounded?
You mean to 11? No because 11=660 in value of delay
Hitting a delay would be extremely easier if millasecond did not influence the delay...but sadly, millasecond influence your delay.
Is this why delays are so hard to hit? So how do people hit the right delay?

Well I have spasm in fingers so I have no choice use another method, and it works extremely well.....except for the frame..DAMN things.. Tough im not sure if it could work for everyone. I guess you kinda have to find a way in which it will work for you. If you want to know I can tell you but im not really sure if it'll help.

well for me I got the frame its just the delay that I am having problems with.
Well first look in the front page and look at th 4th post, it has a link to a type of timer, but it's in japaness, so it explain's how to use it.

I need some help with Emploon's Timer.
The seed I'm trying to hit is c5000278. The delay is 623. When I put it into the timer it comes up with 10.38. The date is today 7/21/09 and the time is 00:40:10. I put my DS clock to 00:39 and start the timer at the same time I hit A.
I start my DS back up and go into the game. When the timer reaches 0 I SR. The issue is that the timer runs out before I'm able to get to the continue screen. My normal seconds amount it takes if 14. I've added 96 like the Syberia's post said, but it is still too low. Do I need to get a higher delay or something?

I'm having issues with the timer myself.
I don't see how Syberia did it. Even when 96 is added to the delay he was trying to get it was still under 14, which I believe is the fastest continue can be hit after SRing.
Because of the loading time, yeah you'll prolly have no choice. That's what I had to do, my normal delays were around 621-627, but with emloop it augmented to 638, 640, 642, however my delay were much more accurate..
Do I need to add 96 to my delay because if I don't then a delay of even 800 can't be hit. I don't really understand because I normally hit between 620-630, but the timer says I need to hit continue around 11 seconds or so after SRing, even if I add 96 to the delay it is still below my 14 seconds it takes to get to the continue screen. Is the timer messed up or something? I always hit delays between 620-630, but the timer ends too soon to hit a certain delay in that range for sure.
Sadly, I don't use it the same way as Syberia does so I can really help you there.
Eh...I just tried to find the right seconds for me, I basically ignore the whole delay thing until I got seconds that were to my taste. After I could hit my continue with those seconds, I tested it out a few time in the game to see what delay I was getting with them, turns out it was around 640.
EX: Dark Lynx: The IV's are only decided once you obtain the egg from the old man. Nature, sexe and shinyness is decided when he holds the egg.
Ok now how do I do that? That is probably my issue. It says I need to find the delay I hit and then subtract that from the delay I want to hit. Do I need to use a delay high enough so that the timer doesn't end before I can hit continue? That'll mean I need a delay in the 900s.
At dark, if you saved before you grabbed the egg then you can work on getting the right IVs, but if you didn't save before getting the egg then you'll have to start all over.
This emloop timer is confusing me, not in the sense that I don't know how to use it, but in the sense that my delay is around 599-603 and I make 14 seconds when SRing, when I typed in 599 it gave me 9.98 seconds (which I rounded up by adding a .02 in the green box) how am I supposed to hit 10 seconds?
