Done Move whitelist above prize winner in /permissions rank hierarchy

Right now the current hierarchy of ranks in /permissions is this:

Right now whitelist is currently under prize winner rank, meaning if you want to give whitelisted users access to a command, you also need to give these commands prize winner. Considering whitelist is designed as a rank that gives auth without a visible symbol, and prize winner is supposed to give a symbol without any auth, I'm very confused why this is how it works

If you have a room that uses both ranks, prize winner can't actually be used for its intended purpose, as it gives unwanted perms to prize winners, which should be a vanity rank.

It works this way because the engine is designed to put visible ranks above invisible ranks. I would guess that's difficult to fix, but if someone wants to, feel free.

not sure when this was done but this change is already implemented

however it may make more sense for trusted to be above ^ since trusted is a room staff thing (beyond very niche cases with chinese users iirc). Could probably rework this thread into trusted > ^ in modchat settings.

also i have no idea what the thing with boat rank is lol?

I did this a while ago and forgot to mention it. Trusted stays where it is, since it's not a rank so much as a different sort of user classification (it's just useful for gating, so it's lumped in there.)
Boat is a meme rank.
