infernape is a suicide lead and is my hazard setter. i always lead with this guy because rocks are useful and i do not have anything better in my opinion.i always go fake out, sr, flare blitz. mach punch so i can hit pokemon that resist fire and are weak to fighting hard.this guy always gets rocks up witch is his job so he is perfect for the job in my opinion.

EKiller here barley ever leaves his pokeball because of all the forrretress / giratina i have been seeing. it is pretty ovibous why i chose these moves. shadow claw + brick break for perfect coverage, sd + espeed cause that is what makes him ekiller.i do not need speed thanks to his bulk meaning i can take more hits before i hit hard with ExtremeSpeed.if rayquaza goes down this guy is my clean up pokemon.

this guy is a bulky atomic bomb when he is at full hp. he is my weather changer and he does a good job of it to. if faster pokemon are taken out then this guy can sweep if hazards are not to heavy but then again, most teams that have heavy hazards only have 1-2 pokemon that can out speed meaning less time before kyogre comes in.this guy is my wall breaker, meaning this guy comes out to crack the opponents team before 'quaza/ekiller cleans up.

kyurem white is one of the most powerful attackers ever capable of obvious destruction thanks to his base 170 special attack stat. He is my revenge killer thanks to his choice scarf and his base 95 speed stat witch is just boss allowing him to easily out speeding kyogre and land a draco meteor. Max special attack and speed so i can hit hard and fast.jolly quaza can out speed after a dragon dance and either ko or weaken heavily meaning he is very threatening.

Dragon dance 'quaza is a brutal sweeper and my most powerful attacker meaning i often wait till his counters and checks are gone witch normally means good game once i bring him out. i have swept a team with only this guy and kyogre as seen in the match at the top of the page.i clean teams easier thanks to rayquaza having v-create not overheat.
 
I recommend adding more details to each Poke. For example, say how you play with him, what your overall goal is during a game, etc.
 
Seems like a good team. I've noticed quite a few stuff really but hey no biggie. Anyway just a bit of changes on some Pokemon and it wouldn't hurt to try these changes.

Looking at the team, it seems weak to Scarf Zekrom since it can hit all of your pokes for heavy damage with Bolt Strike and Dragon Claw/Outrage alone.

First, Infernape. Yes it's a good Pokemon, well in OU. In Ubers, it just doesn't fit well. Yes it can break sashes with Fake Out but the lack of STAB means it's totally piss weak especially against leads like Groudon. Speaking of Groudon, I'd like to suggest it over Ape since it can check Scarf Zekrom which outspeeds your whole team except a +1 Rayquaza and your Arceus. It also can set up Stealth Rock reliably and can set up multiple times due to its bulk. You won't mind having it as a team member even if it cancels the rain because now it pumps up Kyurem-W's Fusion Flare and Palkia's Fire Blast.

Next is change your Kyogre's EV spread to 240 HP / 252 SpA / 16 Spe. This ensures three things:
1.) To speed creep other Specs Ogre and Thunder them before they can do anything back.
2.) Security against opposing Groudon who run 4 Speed EVs. If you outspeed them, go for Water Spout. It's a solid OHKO to a physically defensive Groudon even under the sun. If they outspeed you then that only means that they're offensive variants.
3.) It reduces Stealth Rock and Spikes damage. With 252 HP, you can only switch into 3 layers of Spikes 3x without dying outright. With the spread I gave, you can switch in 4x and click one more move before dying.

About Kyogre's moveset however, change Surf to Hydro Pump. Yes it is unreliable as the accuracy is a let down but it provides you pretty much the same power as Water Spout but then the ability of having a fixed base 120 power allows you to fuck up more things that will most likely attack you first before setting up. It also has the perk of OHKOing some bulky Arceus variants that Surf can't :P

Palkia seems solid enough though I don't recommend having to Specs pokes since it's redundant and it makes your team easy to be played around and you'll be forced to switch. Without a spinner, Spike stacking could prove to be fatal to your pokes turning that bulk into nothing.

As for Kyurem-W, change the nature to Timid. It allows you to outspeed Scarf Zekrom and other Base 90s. Even with Timid, it still has similar amount of power as a Modest Mewtwo. This also allows you to speed tie with a +1 Rayquaza meaning it will be not much of a hassle to face.

Rayquaza, well it's a totally weird set. Try running Swords Dance over Dragon Dance since your attacks are totally not for a Dragon Dance set. Dragon Claw is too weak without the immediate boost that Swords Dance gives. Extremespeed is redundant as you're too fast. While V-create cancels out the speed boost given by Dragon Dance. Or if you want you could switch your attacking moves to these and keep Dragon Dance:
Dragon Claw --> Outrage, more power to KO walls
ExtremeSpeed --> Earthquake, physical coverage
V-create --> Overheat / Fire Blast, special coverage
Jolly --> Hasty/Naive if you want to spam that Fire move or is concerned about teams having 2 or more Steel-types. Otherwise, use Jolly as it still OHKOes Forry, Ferrothorn and Scizor.

@pwnage, adding a Groundon to a rain team doesn't fix much, and it takes away from the teams focus, which is to be used in rain, plus sun makes him even more weak to Ho-Oh and others You could have suggested Excadrill instead, as it fits perfectly on the team as a spinner and a Poke that sets up rocks

Any whom great team thesynchrohero using Infernape, though it can't work in ubers due to how weak and frail it is. Yea, 108 speed is cool, but remember Deo-S is faster, gets Spikes, and has E-Speed, which makes it a better suicide spiker. But with that aside, heres my rate

Going to support pwnage's change of using a spread of 240 HP / 252 SAtk / 16 Spd with Hydro Pump > Surf, as Hydro can 2HKO Ferro and Blissey in rain after some entry hazard damage(which I'll get too in a sec). You also take less damage from hazards as he said, plus you speed creep Pokemon such as other Kyogre, Gira-O, and Groundon. I also like a change of Choice Scarf with Surf > Hydro Pump and Choice Specs on Palkia. With this, you gain a solid revenge killer that can deal with Rayquaza and other Scarf Pokemon such as Zekrom and Kyurem-White. Surf is also more reliable with a Choice Scarf, since it doesn't miss and still hits hard in the rain. Again going to agree with pwnage on changing Rayquaza's set, but instead of using the standard DD set, I feel like the Mixed Dancer set with Fire Blast > the current set works best, as this gives you a pokemon that can break stall a bit easier, as well as still boost attack and speed for a late game sweep.

Now, to the teams main problems. You don't have a Dragon resist on the team, as well as only having Rayquaza as a Ground-immunity, which could lead to problems against more offensive teams. SD Arceus also gives you trouble. As such, using Skarmory > Infernape works, as you not only gain a Dragon-resist and a Ground-immunity, you gain something that checks SD Arceus, Groundon without Fire Blast or Overheat, Terrakion, and others. It also gives your team more defensive backbone and sets up Spikes, which can help Kyogre in 2HKOing Ferrothorn and Blissey. From there, you'll need something to check Ho-Oh, as it can currently 2HKO or OHKO everything on your team. As such, since you're using rain, Diagla > Kyurem-Black works, as it sets up Stealth Rock, a Ho-Oh check, and a phazer to spread around hazard damage and scout switch ins. It also packs a punch with Draco Meteor, so it won't be deadweight on a team. Finally, since you're using Stealth Rock and Spikes, you need something to protect them. You also aren't using a spinner, so having something that can keep Stealth Rock away for Palkia, Ogre, and Rayquaza also works. As such, a simple change of Ghost Arceus > Normal Arceus works, as you gain a spinblocker, something with Magic Coat that can stop entry hazard set up and a surprise that can check Darkrai using Dark Void. It also gives you another SD Arceus check in case Skarmory goes down. All in all, these changes gives your team a nice defensive backbone that allows easier sweeps for Ogre and Rayquaza.

So, in summary:

Pros: Speed creep other base 90s, getting powerful hits with Water Spout or Thunder, Hydro Pump can 2HKO Bliss and Ferro after a bit of residural damage

Cons: Slightly less bulk, but nothing significant, losing an accurate move on Kyogre, though the sheer power of Hydro Pump is worth the risk

Pros: A better revenge killer than Kyurem-White, checks other scarfers as well as Rayquaza and Zekrom, Surf is much more accurate, and you don't want to lose your revenge killer to a miss

Cons: Losing a powerful attack in Specs, though Rayquaza and Ogre already pack enough offense between the two of them, Hydro in more powerful, but don't risk the miss, as Rayquaza is troublesome without Palkia keeping it in check

Pros: Deals with Lugia and Groundon better, gets through stall easier, can break things down without setting up, then setting up late game to obtain a late game sweep

Cons: Less Speed since you'll be using Mild or Rash, but that spread makes Rayquaza a much more efficient hit and run Pokemon, while getting sweeps late once its checks are gone

Pros: Dragon-resist, Ground-immunity, SD Arceus and Groundon check, sets ups Spikes, making life eaiser on Ogre and Rayquaza while phazing out Pokemon due to Whirlwind

Cons: As I;ve said before, Infernape is weak and frail, and provides no overall synergy with the team, as standard Deo-S leads shut that down

Pros: Ho-Oh check (in rain), sets up Stealth Rock if you decide to ditch Infernape, provides offense due to base 150 Special Attack

Cons: Losing a powerful Scarfer, though thats why I sugguested changing Palkia to a Choice Scarf, as it checks +1 Rayquaza and others Scarfers Kyurem-White could not, such as Hydregion

Pros: Spinblocker, Magic Coat to prevent hazards, another SD Arceus check

Cons: Losing a powerful sweeper, though Rayquaza does a good job as well at sweeping opponents, plus Arceus-Ghost fits perfectly with your team, resisting Normal and Fighting type attacks that could be troublesome

you're team is pretty good but i think with a few changes it can (in my opinion) become stronger:

Arceus @ Life Orb
Trait: Multitype

this is basically your Arceus set with a few changes, Life Orb is put over Silk Scarf since it gives larger boosts and also boosts all of your attacks, earthquake over brick break unless you want to deal more damage to ferrothorn/hit skarmory neutrally
it's up to you
the changes to your Evs although not very useful at first sight since you can use a priority
attack but it helps outspeeding other extremespeed arceus and also the speed boost can become useful when extremespeed doesn't hit neutrally , allowing for earthquake/brick break or shadow claw to hit first.

my other suggestion is ferrothorn over infernape:

this is essentially the ape set without the suicidal part, when running this set you can still have the Stealth Rock or Spikes (what you think fits better) support and heavy attacking provided by ape, but ferrothorn is bound to last more time than ape ,and ferrothorn is capable of spreading paralysis while recovering from leech seed and leftovers
The Evs spread is so that with 48 Atk he can break 252 Hp's Arceus (that don't resist Power Whip) substitutes with Power Whip, the special defense evs are more useful than defense evs since special attacks are more common on ubers, 252 hp evs is for extra bulk of course
Also if you choose to use ferrothorn rain support is very useful because of the 4x fire weakness
