X-Scissor and 168+ Atk Investment.
Because of Ditto all the Def Stats should be as low as possible.

Rock Slide isn't worth the moveslot,
it is only good against mons you 2HKO/OHKO anyways and you lose a prio or a couverage, only for the Shed mu:

This alien is one of the best counters to mega medicham as the pure psychic typing allows it to resist the dual STAB of mega medicham while not crumbling to any of it's coverage, in this case thunder punch. You pretty much only fear a thunder punch para hax or good double switches by mega medicham with stealth rocks up. You can opt for rocky helmet to wear down mega medicham or other physical attackers quickly if you are confident that you aren't gonna get outplayed too much, otherwise leftovers is better while providing passive recovery that helps to deal with other threats that aren't making contact while slightly reducing the need to constantly recover against mega medicham in the long run.

Now this is the reason why i went for this scarf set. It was painful trying to counter this set with the other candidates i thought of while dealing fairly well against the other sets. Due to garchomp's trolling base 100s' speed it can outspeed +1 victini with a scarf and earthquake the victini away while surviving a stored power after stealth rock chip.

Weavile is unable to switch into any of Garchomp's attacks without taking major damage but is able to completely check it if brought in with a slow pivot or to revenge kill Garchomp. Weavile outspeeds Garchomp and OHKO's with it's 4x effective Ice-type moves. Ice Shard being the best, as it has no accuracy checks and being a non-contact move saves Weavile some HP because of Rough Skin. Heavy-Duty Boots can be used since it saves Weavile some HP from Stealth Rock entry damage but it means Weavile can not OHKO with Ice Shard, Icicle Crash also being non-contact means Heavy-Duty Boots sets can OHKO with no Rough Skin damage but it has an accuracy percentage of 90%.
