I just realized that wouldn't Jolly on a Gyarados be weird. I mean seriously, Jolly imply you're always in a good mood and this pokemon is known for it's destructive rage and angry, how can it be jolly?

and anyway having a relaxed, hasty, jolly etc.. nature doesn't mean you're incapable of being anything but relaxed, hasty or jolly. its just a general statement about the individuals personality. this thread is stupid. oh and any good ninja would have to be relaxed, a panicky ninja would get killed a lot faster than a calm, relaxed one who had his head together! relaxed doesn't mean inattentive.

Well, for the relaxed ones, it could just be relative. For example, maybe the relaxed vigoroth is still hyper, but is marginally calmer than other vigoroth. By the way, it's kind of a bad example, as vigoroth has to evolve from slakoth and into slaking, who both fit relaxed extremely well.
Also, every nature increases a stat and reduces a stat. The neutral natures are merely increasing and reducing the same stat.
Edit: About the jolly gyarados comments, maybe those gyarados are just sadists...
