The problem with using Leftovers over Wacan Berry is that you are forced to switch out to avoid being KOd, and sweeping with Manaphy is difficult if it gets low on health through residual damage. Granted, Manaphy will take a chunk from any Electric-type attack anyways, but countering it will prove difficult if you are unable to outspeed it. Here, you can assume that the Pokemon hoping to use an Electric-type attack to beat Manaphy is going to outspeed it, so eliminating that reduces the chance you will encounter another pokemon on the player's team that outspeeds Manaphy.
 
Almost all of the Pokemon capable of outspeeding and KOing Manaphy with an electric attack are pursuit bait for TTar, use CB TTar and you won't need wacan anymore. To be honest, even with a wacan berry I would not stay in against something like specs Jolteon or Raikou, as they will severely hurt Manaphy through the wacan berry, that's why I think that it's way better to just switch out and come back later, after the aforementioned threats have been eliminated. Pokemon like Tyranitar and, surprisingly, Dugtrio are extremely useful partners for Manaphy.
