General idea
The idea is to use this pokemon as a bulky tank and to use it as a Flip Turn user that spreads some Spe control and/or damage.
Here we have an AV Blastoise with support 2 main moves:
(1) Flip Turn is a good addition of this generation because it is a STABed attacking move (to deal chip damage) in order to keep the momentum;
(2) Icy Wind because the Spe control is a key aspect of the game. I picked Icy Wind over Rapid Spin because in this set we can't use Heavy-Duty Boots.
The remaining 2 moveslots are filled with attacking moves that doesn't need EVs investment, so we can use all the EVs onto other useful stats:
(1) Seismic Toss which deals always the same damage regardless the target (if it isn't a Ghost type);
(2) Mirror Coat, which is useful to get rid of a special revenge killer (such as an Electric type) because Blastoise is quite bulky, especially when equipped with an AV. This way, Blastoise is able to OHKO things that usually beats it. Keep in mind that Mirror Coat requires to be nearly at full hp to be effective.
Just an example of the bulkyness of this Blastoise:

EVs spread and item
248 EVs into HP are used to reach an odd number, so you can enter into SR one more time.
252 EVs Spe are meant to be quite fastish, so you can outspeed some slower pokemons, thus avoiding unnecessary damage.
The reamaining 8 EVs are put on the SpD (alongside a SpD+ nature) because you reach an even number for the Assault Vest.


Team(mates) support
Wish support is highly appreciated to ensure the use of Mirror Coat, which is quite unexpected. Keep in mind that this Blastoise can't spam too much damage, so it isn't really self sufficient and it needs somebody else to spread damage.
In return, this Blastoise has a slowish Flip Turn and Icy Wind to support its teammates.

Simple explanation: the given EV spread minimizes Stealth Rock damage while outspeeding neutral base 60s. This set showcases Life Dew, giving Blastoise a somewhat ok recovery option, while mantaining its role as a Rapid Spinner and momentum grabber with Flip Turn (owo).

set similar to curse pert in dpp with the difference of chesto berry that seems a good option with rest support even if it only has a single use. Blastoise has good base defenses so I see a good option to exploit the physical side while keeping the spd to the maximum with a favorable nature. It also has a good attack where it can especially abuse Curse + Waterfall stab torrent. Ice Punch as cover move.

A Choice Band Blastoise because... why not. Liquidation is STAB. Earthquake deals with Electric Types. Ice Punch is for Grass Types. Flip Turn is to gain momentum and is for pivoting.​

With a good amount of Sticky Web setters in the tier, Blastoise can get their support to surprise the opponent with a powerful, Choice Specs boosted Water Spout. If it can be fit, Wish support is appreciated by Blastoise so it can have additional opportunities to spam Water Spout. Dark Pulse it the final coverage move to hit Water Absorb Jellicent which would wall it otherwise. Against defensive teams, consistent hazard support is encouraged to guarantee the 2HKO on some of its special wall would-be counters. If Sticky Web cannot be fit in the team, a Choice Scarf can be used on Blastoise to work as a revenge killer instead.

because Blastoise can actually work well as a bulky Rapid Spinner with Yawn + Flip Turn to have some control of the battlefield with Scald to spam in order to fish a burn.
P.S. A lot of good sets, though.

this set aims to sweep with the help of iron defense and nasty plot, and also the boost via weakness policy when it gets struck by a super effective attack. this set works rather well under trick room or dual-screen support, so it is not that vulnerable. stored power is after it go granted these boost a very strong attack and flamethrower is for the pokemon it cant break through or has trouble with breakin, such as ferroseed, escavalier, and dark-types like absol, pangoro, shiftry and sharpedo. alltho flamethrower doesnt hit sharpedo super effectively, due to sharpedos rather poor bulk it is still able to nail it. teampartners could eb aromatisse, alola exeggutor, and diancie.

General idea and thinking process
Here we have a Galarian Slowbro used as mixed tank with Regenerator (to fix the hp stat upon switching-out) and Assault Vest to raise the SpD stat to a decent level. Thanks to the natural bulk, typing and AV combined together this Galarian Slowbro is a quite good check to some threats of the format.
Initially, a pure AV special could be my choice, but -in my opinion- wasting that 100 base Atk is really hard considering that this pokemon has a bad stats distribution when compared to its counterparts.
Also, mixing the offenses together with such a good movepool allows this pokèmon to hit reliably on the physical side, which is quite unexpected.
Sludge Bomb + Psychic is here because this combination has both power and nice secondary effect.
Ice Beam is chosen as a generic coverage move whereas Earthquake is here to have a physical coverage and, luckily, it has a good base power to work with.
P.S. A 252 EVs SpA+ Sludge Bomb is more effective than an uninvested neutral Drain Punch towards Absol, Pangoro, Shiftry and Sharpedo, so I picked Earthquake over it.
This seems too good to me:
0 Atk Slowbro-Galar Earthquake vs. 104 HP / 4 Def Skuntank: 198-234 (53 - 62.7%) -- guaranteed 2HKO after Black Sludge recovery
(the EVs on the HP are there to show the effectiveness of Earthquake even when facing bulky variants)

EVs (spread) and item
The EVs spread is focused on HP and SpA with a Quiet nature because the Spe stat is already so low that it doesn't is that important. The SpA+ nature allows this Slowbro to hit hard on the special side.
The Assault Vest is needed to fix the SpD, which is the weak side of the spectrum and works really well with Regenerator.

Team(mates) support
A way to deal properly with Dark types is mandatory.
Rapid Spin support is always appreciated to get rid of regular Spikes and SR. Wish support is a really good support for this pokèmon because the low Spe leaves Slowbro to be outsped by anyone and Regenerator isn't always enough.
In return, this Slowbro absorbs Toxic Spikes, Toxic spam and is a good blanket check to a good chunk of the nu environment.
