Um, you forgot to change the energies of both mons. I think Wailmer should have 49 energy and Venonat should have 38.

If he uses Swagger not as part of a combo, change that action to Bounce and push actions back.
If he uses Sleep Powder not as part of a combo, change that action to Bounce and push actions back.

I was about to post the final outcome, but I figured two things went wrong (my mistakes):

1) I forgot Life Orb for 2 turns
2) I forgot to update the energy as Objection has pointed out.

Since EndQuote's actions were posted after I fixed the energy, I am afraid I need you both to reorder.

I am deeply sorry. I forgot way too much stuff on this battle...

Brine x 3 and I think we tie. Unless the battle just ends the very instant one trainer's last mon faints and stuff like Toxic and weather don't happen when that happens, but I personally think stuff like Toxic and weather should still happen.
 
I'll go with in game precedent which is:

the battle ends as soon as the move that KO'd the last pokemon ends. In this case that move is Bide (as it depletes all energy). Which is why Life Orb Recoil (or recoil in general AFAIK) can result in a tie, as they happen during a move, but status or weather can't as they happen after all moves.

Besides it is rather illogical for a ref to wait for the surviving pokemon to hit the fallen one, suffer from poison, then from weather before declaring the winner. It is feasible to imagine that when there are other pokemon, but on the last matchup, where the trainer of the pokemon that lasts a second longer wins, that wait is not really logical IMO.

Actually, I got Word of Deck on this and here's what he said:

<%Objection> if one trainer's last mon KOs another trainer's last mon but would then faint due to, say, Toxic, is that a tie or a win for the mon that got the KO?
<~Deck_Knight> It'd be a tie if both end when that particular action completes.
<~Deck_Knight> But if say a mon KO's another mon on action 1 and has 3 HP with 2 HP Burn, even though it'd faint at the before the end of the round, it isn't KO'd that action.
