Okay, I can't seem to get the rest of the Lake or Muskedeer trio to trigger. Is it a once a day thing or do I need to beat the Elite Four again?

Lake Trio is every twelve hours, I think. I got Mesprit pre-Wallace, waited a while, and battled Uxie (but ran out of Poké Balls, sadly). However, I had beaten the E4 by the time I checked on Uxie.

Also, how do you find Pathless Plain? It won't appear for me.
 
StreetPass provides you with stuff like Poké Miles and would show up on your main 3DS menu as a green dot on the game's icon. I guess you would just say passerby are "passing" rather than Street Passing.

According to Serebii, you need a Pokemon with the maximum amount of EVs in your team when you go soaring.

Anyway, sorry if this is a dumb question, but with Lati@s and the ability to Soar, does this mean we do not need an obligatory Flying/fly-learning Pokemon in Hoenn? Or is it a really late game thing you obtain where you may as well catch someone to fly you around anyway?

You don't get the Eon Flute until you've reached Sootopolis. So until then, if you want to travel around quickly, you're going to have to use HM Fly.

Soaring is Post-CoO, like the National Dex Mons and some Mega Stones. Fly is available at the same time as the originals (gift from your rival just before Treehouseland).

Edit: Also, since no one responded to my question, does anyone know where you can buy Heart Scales? Serebii says Mauville City, but the Poke Miles Shop in Mauville doesn't sell them. :/

I don't see any place that sells them, but I could trade some to you from my copy in X/Y if you want. Otherwise, I would just use the Dowsing Mechine and find the heart scales hidden on the routes.
