okay, so i'm not going to abstain during this test. i'm still not 100% sure on how broken/not broken I think the other users of this strategy are; but I've had more trouble (not so much for me to make a confirmed decision on them) with them than I first expected. however, the main abuser of this, combusken, is almost certainly the most used and broken meaning that ban is the only logical choice here.
