Doesn't change the fact that Gligar is still either a LC or a LC Ubers pokemon, not allowing Gligar when pokemon like Yanma are fine is just inconsistency

You're free to not do that achievement, but many others have still gotten that achievement even without using gligar. The cutoff for that achievement is any LC mon bar gligar, and it's not like it's impossible to get that achievement without gligar, as others have still been able to do it.

I didn't say it was impossible with Gligar and I will still try it without Gligar, but it is just weird that you allow every pokemon except Gligar just because he is another tier by usage. By that logic Scyther should also not be allowed, because it is neither LC nor LC Ubers, but NU, that's what bothers me.

The problem with gligar is that it is UU, which is only one tier under OU. You can still use Scyther because it's NU, which is pretty close to little cup. Most LC uber mons are NU by usage, but gligar is UU by usage, which separates itself from the rest of the LC uber mons. If I allowed gligar, then the achievement would basically be the same as "use 5 lc / nu mons and 1 uu mon", which is even less consistent.

What why is the corrilation between non LC usage relevant to if something is considered Little Cup or not? Its not like something moves from LC to NU by usage, they just happen to be next to each other on the tier list. That makes so sense in the scheme of things, especially when Gligar was actually legal in Little Cup for a time compared to something like Scyther which was borked from the start. Just wondering because I was doing some of these challenges and was using Gliscor as a reliable Defogger, because there's few good options otherwise.
 
I've set the rule that for that achievement, gligar is not allowed. There's no point in arguing because no matter how much you argue, that rule won't change. Vullaby is still a decent defogger, and you could use a rapid spinner such as staryu if you want hazard removal.
