I am willing to help you but you need to do some things to this post first.
You need to put a description on why you chose that certain pokemon and how it is benificial to your team. When you have done that, message me and i will rate your team.

Hiya and welcome to Smogon! One thing you should note is that, whenever posting an RMT, you need at least three lines of description detailing the set, why you chose the 'mon, and their role on the team. Your topic will be locked otherwise =/ check out this link to read up on the RMT Rules =)
Here's a few suggestions to get you started:
  • Since you want Celebi to act as your boosting utility, I would suggest replacing Earth Power with Recover. While Earth Power provides coverage, Recover is meant to allow Celebi to heal off damage quickly, which is important to allow it to baton pass effectively (you can also predict a U-Turn and recover!) With this, I would suggest a 248 HP / 8 Def / 252 Spe. This set gives Celebi enough bulk and speed to effectively act as a baton passer. Although the rest of the EVs are usually dropped into Special Defense, they are in defense here to possibly survive a U-Turn.
  • I would possibly switch Icy Wind with HP Electric on Keldeo. Your team doesn't really have a way to answer Mega Gyarados sans Magnezone (which falls to EQ variants), and Magnezone deals with Dragonite fairly well. HP Electric, while not only providing great coverage, can hit Gyarados super-effectively (it also comes with the added bonus of being able to hit Azumarill).
  • On Tyranitar, I would try Earthquake over Thunder Wave and Crunch over Pursuit. Earthquake forms a nice EdgeQuake combination that provides great coverage for Tyranitar, and Crunch is a generally more reliable and powerful STAB. You're not going to be hitting too much with Pursuit outside of Gengar and the Latis, anyway.
  • I would possibly go for Magnet Pull over Analytic. Analytic isn't really suited towards a Max Speed Scarf set, and Magnet Pull comes with the added bonus of being able to trap steel types that threaten Tyranitar.
Good luck on your team! =)

Just a picky thing.

On Excadrill, instead of Swords Dance, run Rapid Spin. It really helps getting rid of hazards. Excadrill already is rather frail, so running SD is only good for switch ins or when they're setting up.
