Bludz has been seriously recommending it, wouldn't mind hearing what it actually accomplishes, I would have thought Band + Ebelt were better options
I don't understand what the point in running specs tini is when banded v create is so strong and ebelt actually lets you switch moves when chomps and landots try switching into you, but if someone could explain the merits of specs tini is over other sets, than that would be really nice.

SpecsTini is the best set atm because literally noone is prepared for it. All of Victini's primary switch-ins are things that are fat enough physically to eat a V-create and outpace on the following turn, and the ability to nail them on the special side with Victory Star Blue Flares, Focus Blasts, Thunders and Glaciates makes it just that much more threatening. Also the fact that its not entirely Tar bait like physical sets are due to Focus Blast is helpful in the current meta given that Tyranitar is a pretty consistent switch-in to it.

yeah but why not use ebelt over that so that you don't have to rely on prediction to kill shit like chomp and lando.

Told bludz victini should be B- or not lower than C+ cause of the set and he sees me use it a lot. That is where he got it from. Expert belt necessitates every move to be super effective and life orb wears you down on a mon that is weak to every hazard and pursuit. Band has uses to but I think its easier to play around / takes advantage of. Victini is a mon that supports a wincon anyways.

Ive seen somewhere on the forums that Band Victini and Kyurem-B form a deadly wallbreaker duo that most balance teams cannot handle. I think Victini has niche but idk, its Darmanitan syndrome all over again

I still prefer LO victini, nailing those pursuit trappers with a wisp to the face is just too much to ignore. I admit specs victini and roost Kyurem B do make a deadly wallbreaking combo.

AraEDIT: cm suicune is ranked b+ while cm manaphy is b, so saying there are no teams on which manaphy is preferable is misleading.

Again, in which teams do you run CM manaphy > suicune exactly?
teams where manphys higher speed tier and access to rain dance + hydration supplements the team. For example tornt + mana where rain supplements hurricane while still having a defensive water who can heal up more quickly and maintain offensive pressure. Herachriss answer is kind of vague CM mana is a bulky water win con but applies more offensive utility while suicune larger defensive traits gives it more of a defensive presence. Its the way the two play out where you would normally justify one over the other. Does that explain it?
 
Any suggestions for partners to bulky Sub Mega Heracross? I've seen it get some traction lately as a really nice stallbreaker, and I want to use it. I was thinking of Electric-types like Raikou or Steel-types like Jirachi to be good partners.

iirc, Thundy's been known as a good Hera partner for a while. Maybe you could even run Sludge Wave to lure Clefable if you wanted.
 
On a Klefki, should I do a Calm Nature with Dazzling Gleam or a Careful nature with Play Rough? And I'm also thinking a Sitrus Berry over Lefties so I can have more immediate recovery?

Sitru Berry might be better in the lower ladder because players usually leave their pokemon in which means Klefki will be getting hit by its checks/counters. But mid-top ladder lefties is better. Klefki is a good amount better with Play Rough
