Personally I would have preferred Pory-Z to be the Next Best thing because is has a lot more offensive potential and some of the best coverage in the game (Rip Fire) but Pory-2 is super fun as well because no one knows what set you might be running. Thunderwave or Toxic? Spd or Def? Eviolite or Scarf? Yes. Scarf. Because Doublade sucks. This set is meant to destroy those things that think they can use Pory to WishPass or setup like Florges or Doublade.

This porygon is amazing. Legitimately. I promise. The SpD investment with Foul Play allows it to destroy Physical attackers like Zangoose or Dunsparce and the SpD investment allows it to weather blows from things like Xatu or Beautifly. Alternately Tri Attack and Thunderwave can be used with a more defensive spread to cripple fast opponents. This set is great if your team hates Doublade, Florges, Umbreon, M-Bee, M-Swamp, Tangela, Chansey, Murkrow, Togetic, or Gligar. It is also awesome against stall teams. The end goal is to trick an Eviolite or Leftovers onto P2 and watch your n00b opponent weep as their only cleric now has a Choice Scarf. On mobile so no crudely drawn pictures.
Porygon2's offensive potential, reliable coverage, and well-rounded defenses combine to make it a great tank for setting up Trick Room...but why stop there? I've used this set before to great effect, and it's quite fun and offers phenomenal team support.

Step 1: Set up Gravity. That's right, Gravity. Step 2: Click the appropriate powered-up BoltBeam move to rip chunks out of your opponent's team. Both Blizzard and Zap Cannon pack a bigger punch than Ice Beam and Thunderbolt, which can catch opponents by surprise, especially if they are expecting a defensive set. With them, Porygon2 nabs several nice KOs, including an OHKO on standard Donphan with Blizzard and a guaranteed 2HKO on defensive Tentacruel with Zap Cannon, factoring in Analytic and Black Sludge recovery. Of course, this set shines on the rare Gravity team, which actually has great potential in UU. This set synergizes well with the Nidos, Mamoswine, and even Ampharos, among others. Porygon2 can set up Gravity multiple times and offers both offensive and defensive glue to Gravity teams that is much appreciated, while still being pretty self-sufficient. Just pair it with a Knock Off absorber and a status absorber or cleric.
The EVs maximize power and mixed bulk, with 8 Speed EVs to creep Donphan, especially nice for rare AV sets, and offensive M-Amphy, making them easier to handle. Analytic is usually better because it is more consistent and is threatening, rather than useless, when switching into Pokémon like Tentacruel. However, Download is high-risk, high-reward because the boost is noticeably bigger. For example, offensive Mega Ampharos is always OHKOed by +1 Blizzard after Stealth Rock.
Edit: After playing around with this set some more, I realized I'd carelessly forgotten that P2 gets the rage-inducing gem called Zap Cannon and should be spamming its 83% accuracy under Gravity. It's probably the best part of the set. It just wrecks and cripples teams, and lets you beat some switch-ins before they can even attack back. Due to the guaranteed paralysis, Porygon2 can dish out serious damage with an Analytic-boosted Zap Cannon followed up with another one or a Blizzard. Alternatively, if the accuracy bothers you that much, especially outside of Gravity, Thunder can still be used, but under Gravity, Zap Cannon has a respectable 83% accuracy, although a guaranteed hit can be important.

Pretty simple yet epic set. Sub to avoid status, sharpen to boost, recover to recover. Frustration actually hits pretty damn hard considering it's a p2 (252+ Atk Analytic Porygon2 Frustration vs. 0 HP / 0 Def Mega Beedrill: 349-412 (128.7 - 152%) -- guaranteed OHKO - strong ducke) Frustration bc p2 is a sad ducke. Max HP with eviolite means you still live pretty much everything and can boost on a ton of the meta esp fat stuff that can't break subs. Max attack for maximum damage. Analytic for more damage. So basically this set allows Porygon2 to beat other CM users like Slowking and Suicune. Psych Up allows Porygon2 to copy their boosts and be on even footing with them. Psyshock is helpful for some CM users as it hits them on the side they're not boosting. Recover is pretty self explanatory in allowing it to heal off damage. Toxic can be helpful in crippling random Pokemon and forcing Suicune to rest more often and annoying Slowking, and is a massive pain for Cresselia if you can catch it without a Substitute. Dark Pulse is helpful for Reuniclus, Cresselia, and Slowking as it hits them slightly harder than Psyshock and is useful for random coverage.
