I'll take this off your hands if you don't mind. I'll use this post for what I'm going to do, then follow-up with a second post for the analysis.

The problem is there's not much to include. Out of everything the only noteworthy addition is Outrage. It could pass with a Choice Band set at the very least (Aqua Tail / Outrage / Earthquake / Stone Edge is pretty powerful), though the Mixed Attacker I'm pretty sure it wouldn't be included.

I'm experimenting with two different sets: A Mixed Attacker in the sun as well as a Mixed Attacker in both weather conditions.

The SubPuncher will probably stay as is...

Sub / Bulk Up will include Outrage.

Anything else that anyone feels should be added or subtracted from the analysis should post here.

<p>Palkia is an absolute terror with Kyogre support. In the rain, Surf and Aqua Tail receive a significant boost in power and Thunder becomes 100% accurate. Spacial Rend is a powerful STAB that 2HKOes Giratina, bulky Dialga, and Latias. Aqua Tail is important for 2HKOing max Defense Blissey in the rain, who otherwise walls this set. Outrage works well over Aqua Tail as it isn't reliant on weather and hits many Pokemon in Ubers for either neutral or super effective damage. Thunder severely damages Kyogre and Lugia and has a 30% chance of paralyzing them.</p>

<p>In Ubers, many Pokemon are neutral to or resist Water-type attacks. Super effective damage, however, is not necessary. In the rain, even Pokemon that take neutral damage from Water-type attacks are at the very least 2HKOed by Surf or Aqua Tail, and the many Dragon and Water-type Pokemon that attempt to sponge your Water moves are easily dispatched of by Spacial Rend and Thunder, respectively.</p>

<p>Lustrous Orb is Palkia’s best item for this set. It gives Palkia’s Water and Dragon-type moves a x1.2 boost. With Life Orb, it's Dragon and Water-type moves receive an extra 10% boost in power as compared to Lustrous Orb, while Thunder receives a 30% boost, but at the cost of 10% life per attack. Timid is an acceptable nature if you have Aqua Tail, as it will still 2HKO Blissey 37% of the time with Stealth Rock and Leftovers factored in.</p>

<p>Both Kyogre and Groudon are common sight in Uber play, and this set enables Palkia to sweep under both weathers these Pokemon bring with them. In the rain, STAB Surf makes mush of anything that doesn't resist it while sun-boosted Fire Blasts make quick work of the abundant Steel-types. Spacial Rend complements both Surf and Fire Blast well, giving near-perfect coverage.</p>

<p>Outrage is Palkia's best attack to 2HKO Blissey and most Kyogre. Thunder, on the other hand, 2HKOes Kyogre without the risk of being locked into Outrage. The former doesn't need weather for backup; however, the latter will be ineffective in sunlight. Either move is preference to which Pokemon matters more: 2HKOing Blissey (Outrage) or Kyogre (Thunder).</p>

<p>The devastation brought by this set is all due to Palkia’s 150 base Special Attack stat and it’s comfortable 100 Speed stat. By removing the ability to switch attacks, Palkia can gain a boost in either its Speed (Choice Scarf) or its Special Attack (Choice Specs).</p>

<p>With Choice Scarf, Palkia obtains 492 Speed, outpacing Choice Scarf Kyogre and Dialga as well as once Dragon Danced Rayquaza. It makes Palkia an excellent revenge killer, and the lack of power isn't as noticeable when it is destroying many Pokemon slower than it. Choice Specs offers a massive power boost and allows Palkia to 2HKO many Pokemon in Ubers with its STABs alone.</p>

<p>The choice between Spacial Rend and Draco Meteor is consistency versus raw power. Draco Meteor is the preferred option on the Choice Scarf version in particular to OHKO max HP / min SpD Giratina with Stealth Rock. Because Palkia is adaptable to both rain and sun, Surf or Fire Blast work with the respective weather. The rain gives Surf a form of double STAB while offering an accuracy boost to Thunder, which smashes Kyogre and Lugia. In sunlight, Fire Blast can replace Surf for a pseudo-STAB that hurts Bronzong, Scizor, and Groudon. Thunder receives an accuracy cut, but is necessary to keep Kyogre switch-ins out of the picture. With Stealth Rock, Outrage can 2HKO min HP / max Def Blissey 87% of the time.</p>

<p>A pure special variant is acceptable on this set. Draco Meteor or Fire Blast can work in slot four. Draco Meteor gives Palkia a powerful attack while having Spacial Rend for consistency. Fire Blast paired with Surf gives Palkia a "Dual Weather" approach.</p>

Instead of using Palkia’s massive Special Attack stat, it takes advantage of Palkia’s modest 120 Attack stat. Aqua Tail and Outrage make Palkia difficult for the opponent to handle. Double STAB in the rain allows Aqua Tail to 2HKO any unsuspecting Lugia while decimating anything else that attempts to switch in. Outrage gives Palkia the ability to hit Aqua Tail-resistant Pokemon for a 2HKO. Earthquake shuts down Metagross and Dialga, while Stone Edge enables Palkia to 2HKO Lugia should the rain be absent. It also prevents Shedinja from safely switching into Palkia and burning it with Will-O-Wisp. Dragon Claw gives Palkia a consistent STAB that doesn't lock it into Outrage early in the game.</p>

<p>Choice Scarf is an acceptable item on this set. It makes Palkia weaker; however, outpacing many threats makes the drop in power less noticable.</p>

<p>Palkia can easily take advantage of Substitute with a metagame that is thriving with status-inflicting moves. The combination of Substitute and Focus Punch help Palkia to beat some of its counters including the number one threat: Blissey. With Expert Belt and the given EVs, Focus Punch OHKOs 651 HP / 119 Def Blissey with no problems whatsoever. On top of that, most Dialga and Kyogre can be 2HKOed, especially the former with Expert Belt. Thunder works best in slot four to prevent Kyogre from setting up on Palkia while offering good coverage with Spacial Rend.</p>

<p>While Thunder is the best option, optional weather support offers Palkia Surf and Fire Blast as other options. In the rain, Palkia can abuse both of its STABs. In the sun, Fire Blast should be used over Surf to give perfect coverage alongside Spacial Rend.</p>

<p>Expert Belt is good for guaranteeing a OHKO on Blissey with Focus Punch. Leftovers help Palkia recover health, thus allowing more uses of Substitute. With Stealth Rock, Focus Punch followed by Spacial Rend OHKOes Blissey most of the time.</p>

<p>Bulk Up Dialga has the upper hand on Palkia when it comes to using Bulk Up with Rest and Sleep Talk; however, Palkia has a superior Speed stat to take advantage of Salac Berry. The premise is simple: simply use Substitute while your opponent switches to a Palkia counter and then follow up with Bulk Up. After 3 uses of Substitute, Salac Berry will activate, boosting Palkia's Speed stat to 492. Aqua Tail is a good STAB that pairs well with its Dragon STAB counterpart. It can, however, be a major drawback if the sun is present. Earthquake is a safer option if weather cannot be reliably controlled.</p>

<p>The consistency versus raw power debate returns with this set - this time between Dragon Claw and Outrage. With a Substitute intact, Palkia should be able to use Outrage with little problems. Palkia isn’t weak to any priority move (though Rayquaza's and Deoxys-A's ExtremeSpeeds hurt), and the only things that are faster than +1 Speed Palkia are Deoxys-S and Choice Scarf users such as Darkrai. Also, because this set is designed to only allow you to set up once, the benefits of the extra power from Outrage outweigh the drawbacks of being unable to switch. With these factors in mind, Dragon Claw is inferior to Outrage in almost every way on this set.</p>

<p>Palkia’s higher Speed stat and STAB Aqua Tail are major differences that set it apart from Bulk Up Dialga. Kyogre support is highly recommended for this set because sunlight ruins the use of Palkia’s primary attack: Aqua Tail. After a Bulk Up, Palkia’s Attack and Defense stats become 508 and 354 respectively. Outrage is the secondary attack for this set. With Lustrous Orb and one Bulk Up, Outrage will inflict massive damage to anything that switches in regardless of weather. Aqua Tail boosted by rain is devastating for the opponent to handle. With Stealth Rock and Lustrous Orb, Lugia is 2HKOed if it attempts to switch in. Before Reflect, a +1 Aqua Tail in the rain does 61% damage minimum and 30% damage minimum after Reflect is set up. Earthquake is mostly filler, but it harms Metagross and Dialga, allowing a little more freedom for using Outrage. Dragon Claw is a fine option over Earthquake to prevent temptation of using Outrage early in the match and maintaining freedom of switching out.</p>

<p>Lustrous Orb boosts Palkia’s main attacks. Life Orb gives a 30% boost in power at the cost of 10% health per use. Lustrous Orb is highly recommended to maintain Palkia’s bulk.</p>

[Other Options]
<p>Rest in conjunction with Sleep Talk makes Palkia a good status absorber. It’s typing, Bulk Up, and useful STABs make it a good mono-attacker. In comparison, Dialga has better defenses and isn’t weak to Dragon-type attacks, which are very common in the Uber environment. Roar makes Palkia a good phazer, though it is only useful for threats such as Calm Mind Kyogre. Psych Up is another interesting alternative for countering Calm Mind Kyogre: it copies the Special Attack and Special Defense boosts from Kyogre and makes Palkia even more of a powerful special sweeper. Ice Beam is Palkia’s best weapon against Celebi and Groudon (barring Draco Meteor); however, the coverage overlaps with Surf and Spacial Rend most of the time. Flamethrower is an option over Fire Blast with its better accuracy, but the power drop is quickly noticeable. Aura Sphere is an acceptable Special Attack if Palkia lacks sunlight. It is the best attack against Bulk Up Dialga. Haban Berry works well with Palkia's sole weakness: Dragon. It lowers the damage done by Dragon-type attacks, allowing Palkia to finish the unsuspecting Pokemon off. Finally, Substitute and a Salac Berry can be applied on either a mixed sweeper or a pure special sweeper.</p>

[EVs]
<p>The Mixed Sweeper should have 4 Atk / 252 SpA / 252 Spe with a Hasty nature produce 277 Attack / 399 SpA / 328 Spe. With a Hasty nature, Palkia outpaces non-Scarf Kyogre, Groudon, and most Lugia. The same EVs and nature should be applied on the Choice sets. With a Choice Scarf and a Hasty nature, Palkia outpaces positive natured base 90s, Dragon Danced Rayquaza, and Deoxys-A. All Physical Sweeping sets should use 4 HP / 252 Atk / 252 Spe and a Jolly nature. Any set with Substitute and a pinch berry should use a 30 HP IV to have an HP stat divisible by 4.</p>

[Opinion]
<p>Palkia is an absolute menace in the Uber environment. Its dual STABs have great coverage alongside its excellent Special Attack, Attack, and Speed stats backing them up. To further elaborate, Palkia's Speed stat is uniqe in Ubers as max Speed Palkia outpaces many threats in the metagame. Palkia is a type of Pokemon that works in rain or shine, and that alone makes handling Palkia difficult. Defensively, Palkia is one of the very few Pokemon that can take a Specs Water Spout from Kyogre; pronounced as the most powerful special attack in Ubers. The typing gives Palkia resistances to Water, Fire, and Steel while leaving Dragon as its lone weakness. Overall, Palkia is a powerful Pokemon in the Uber environment, and it's difficult to say it even has counters as it easily 2HKOes most Pokemon that attempt to switch into it.</p>

[Counters]
<p>Blissey can take every special attack Palkia aims at her; but Outrage, rain-boosted Aqua Tail, and Focus Punch make Blissey think twice before receiving the impact. Lugia can switch into Palkia and threaten it off with Roost, Reflect, or Toxic. Physical Palkia and Stealth Rock make Lugia’s life miserable however. Latias survives most of Palkia’s attacks, is faster, and OHKOes with Dragon Pulse. As seen, Palkia doesn’t have a true counter. If you ignore Palkia, prepare yourself against a powerful assault that could suffocate your chances of winning.</p>
 
Okay, so I've re-written the old sets on the analysis, and added Outrage on the Choice Band set as well as the SubSalac set. Re-written SubPunch, because I thought it was subpar work of mine (in other words uh...). But this post is to reflect on what I might add, though it pends on what everyone else thinks:

I'd probably say "other options". I feel like Palkia has better things to be doing but if you disagree that's fine, I'm not strongly opposed to it.

Get a conformation,though.) otherwise walls this set. Thunder severely damages Kyogre and Lugia; (Semi colons are essentially periods, each clause has to be able to stand on its own. The second clause isn't a complete sentence. Try: Thunder severely damages Kyogre and Lugia; it not only has 100% accuracy with the rain, but also sports 30% chance to paralyze the opponent.) not only having 100% accuracy with the rain, but also a 30% chance of paralysis to be inflicted on them.</p>

<p>In Ubers, Surf and Aqua Tail do not hit many Pokemon for super effective damage (The was originally written in the sense that it'd be a "In Ubers, . . ., however. Since you didn't include the second part of the sentence, simply making the change I indicated will suffice.) . Indubitably, many Dragon and Water-types reside in Ubers and can easily absorb the boosted Water-type attacks. While they should be used to hit everything neutral, Spacial Rend and Thunder handle Dragon and Water-types that attempt to absorb the impact. (This paragraph, due to the first sentence, should be rephrased a bit, since the first sentence implies Water types aren't good in Ubers, while you never emphasize later why, despite the coverage, they're good. Just a thought)</p>

<p>Palkia is an acceptable Pokemon under the sunlight. Thanks to Draco Meteor pairing well with Fire Blast, the absence of Surf doesn’t hurt so much. Fire Blast can OHKO many bulky Steel-types such as Registeel, Jirachi, and Bronzong. Thunder may have an accuracy cut in the sun; however, it is to catch Kyogre that may attempt to switch-in off guard. Focus Punch is necessary to prevent Blissey from ruining Palkia’s sweep,offering while a secondary attack against Dialga switch-ins.</p>

<p>Draco Meteor should be used over Spacial Rend, especially on this set. The lack of a secondary STAB hurts, and the weaker base power from its other attacks don’t help. With Draco Meteor, Palkia can 2HKO non-Support Groudon, whom (Same issue as very first paragraph. Get someone else's conformation before making that edit.) commonly switches into Palkia to diminish its Water-type attacks. Not many Pokemon resist it very well ( very well is not needed), so it’s Palkia’s safest option if it’s attempting to find out what the opponent is using to sponge the attacks.</p>

Thunder, despite being a special attack, is acceptable if paralysis and a second attack to hurt Kyogre are appealing (I'm skeptical on Thunder's damage potential. Does it do more than Outrage does to Kyogre? Dragon Claw seems applicable, but I think the good neutral coverage and ability to not be walled by Shedinja can be more important, especially if you have Kyogre too, since he's often walled by Shedinja. Though, since it is CB, my point isn't great anyway. I might add Dragon Claw as a slash in the actual set for its users, unless others object).</p>

Palkia isn’t weak to any priority move (though Rayquaza's ExtremeSpeed hurts), and the only things that are faster than +1 Speed Palkia is Deoxys-S and oddities such as Choice Scarf Darkrai. Also, because this set is more of a suicidal type of set-up, Outrage is more appealing. With these factors in mind, Dragon Claw is inferior to Outrage in almost every way on this set.</p>

I would just like the analysis to say a little more how useful Scarf Palkia is. I mean, it is the MOST used set and revenge kills the entire tier basicaly.

I looked back at my old grammar lessons, and I think you are correct. "Who" is used with words such as "She" while "whom" is used with "her".

I've tried to fix everything, and put a little more emphasis on Scarf Palkia (by this I added another sentence, put it as the first item option on the 2nd and 3rd set, and put the Choice Scarf paragraph first). On the Sun Palkia, I've offered Life Orb in the SET COMMENTS. Since the 2nd set is very similair to the first (only with Choice items as an option), I left it as is.

I've also rephrased the 2nd paragraph on the first set. Thanks for the catch.

Ommited Thunder description on the Choice Band set, and added Dragon Claw as a slash over Stone Edge. Thunder 2HKOed Kyogre too (even with the negative nature), and the Speed drop could help. But, Outrage 2HKOes it easier as Calm Mind won't conflict with it at least.

I'll keep RestTalk as Other Options, and I'd like an opinion or two about the Dual Weather Palkia and Pure Bulk Up set. In particular, Uber experts.

Choice Scarf set needs a mention of the following:
- A pure Special set
- Outrage
With Draco Meteor, Palkia can 2HKO non-Support Groudon, commonly switches into Palkia to diminish its Water-type attacks
Groudon doesn't commonly switch into Palkia unless it's absolutely sure Palkia will toss a Thunder, and Palkias don't throw Thunders liberally.

With Choice Scarf, Palkia obtains 492 Speed, outpacing Deoxys-A with a beneficial Speed nature
Mention Jolly Dragon Danced Rayquaza and Choice Scarf Kyogre/Dialga.

Thunder decimates Water-types while often paralyzing anything foolish enough to switch into Palkia.
So what you're saying is nothing can switch into Palkia, because doing so would be foolish.

IMO Leftovers is an acceptable item over Expert Belt on the Subber to help heal up HP lost by Substitute. I believe with Stealth Rock, Focus Punch and Spacial Rend would be enough to KO Blissey.

Palkia is notable as one of the very few to be able to switch into Kyogre's Specs Water Spout while taking <50%. The only others capable of doing that are Latias, extremely special defensive Giratina, Water Absorbers, Kingdra, Shedinja and Ludicolo. Palkia will still take a hurt from Specs Water Spout though (does like 40%).

Anyway i'll mention a few things you need to add to this. On the mixed set Outrage is actually a superior option to Aqua Tail as it allows Palkia to destroy Blissey even when the sun is out and less Pokemon can switch into an Outrage in comparison to Aqua Tail, it definitely needs to be added to the set.

On the Scarf/Specs set Spacial rend should be listed as the first option. Sure its weaker than Draco Meteor but from my experiences with both i'm going to say that you are going to want the reliability of Spacial rend versus the Special Attack dropping properties of Draco Meteor. Also Aqua Tail is a poor option on the set as without Lustrous Orb you cannot 2HKO Blissey and if you can't even do that then you're wasting your time. Fire Blast and Focus Punch are infintely better in that spot and I believe with a few EVs (not sure of the exact number) you can OHKO Blissey after either one or two switches into SR. Aura Sphere should also get an honorable mention here as its generally the best move you can get against Blissey without having to compromise your EVs too much and it allows you to 2HKO Bulk Up Dialga.

Fire Blast works nicely against Jirachi, Groudon and Scizor and in general just scores major damage against a lot of Pokemon once boosted by the Sun.

Also a Physical Scarfed set is indeed very viable and should be added to the analysis, obviously with the same set as the Choice Bander.

Next thing. There is no need for a Sun variant of the Special Sweeper and regardless its better as a Mixed attacker anyway. Just make a mention about replacing Surf with Fire Blast in the first set and only using it with a Life Orb. You can also mention including Focus Punch on the Sun variant but once again Outrage is going to be the superior option, so you might as well leave it for the additional comments.

On this set I don't like the suggested EVs. There is hardly any reason for you to run any HP EVs and those would be better placed in Special Attack. Also, Thunder is the best option for the last slot as it is going to offer better coverage in the Uber metagame than Fire Blast or Surf will, and trust me you don't want to have an opposing Kyogre setting up on a Kyogre "counter".

I'll add a comment about Outrage, specifically in the Rain set. I can slash it in over Aqua Tail; however, it won't always 2HKO Blissey (max / max Blissey only has a 7% chance of being 2HKOed even with Stealth Rock, while min / max Blissey has an 87% chance of 2HKOed with Stealth Rock. Definitely should be slashed in over Focus Punch on the Sun set though.

I'll remove the comment about Groudon switching into Palkia.

I think I mentioned Choice Scarf Kyogre (though I think it was when I mentioned Mild as an option), but I'll add Kyogre and Dialga in the first senetence with Choice Scarf (also DD Ray).

I'll remove "foolish" from that sentence. Agreeing that many Pokemon can still switch into it, but the paralysis rate hurts many Pokemon that would like to switch into Palkia.

The SubPuncher, this is assuming 4 HP / 252 Def / 252 SpD Bold for now:

So we can conclude that if it is EV'd as 4 HP / 252 Def / 252 SpD Bold, it has a chance of surviving (but not by very much, around 7% with Leftovers). The ObiBliss, however, is layed to waste with Stealth Rock and Focus Punch (66% chance of an OHKO with Stealth Rock). So I think adding Leftovers wouldn't be a bad idea.

- Slashing Outrage on Mixed Sweeper
- I'll merge the Special Sweepers. I can agree with you that Fire Blast could be simply slashed with Surf, and I can attest that I've used Spacial Rend a helluva lot more than Draco Meteor (except when Giratina bugs my team, then I consider the latter a little more on the Scarf set). I think Outrage should simply be in the final slot as Focus Punch won't even OHKO Blissey anyway, and 2HKOing with a more reliable attack is what I, at least, would prefer. Aura Sphere is mentioned (and will be mentioned), and I think Ice Beam deserves a small mention as well to give Palkia an attack that hits Groudon in sunlight. Though, probably better left in Other Options.
- If that is the case, I think I'll add a Dual Weather set since it obviously can work in either situation. A little harder to use, but definitely a powerhouse.
- I guess I'll add Fire Blast on there, though IMO that might require a split on sets because they do play differently (sort of). In comparison to Sunlight and Rain anyway.
- Fix EVs for SubPuncher. Easily throw those HP EVs into Special Attack.
- Agreeing on Thunder > Surf and Fire Blast. Adding Thunder, subtracting Surf and Fire Blast and leaving it into SET COMMENTS.

Thankfully no school today, so I'll get to work on this. A revamp on a revamp, haha. Pure Bulk Up I'll add in too, and if there's enough opposition I'll simply remove it. I'll either edit this post or simply re-post when I am done.

By the way, this needs a good grammar swipe as stated. Also, now is the chance to voice opinions on order and if some sets are viable or not. In particular, Dual Weather and Bulk Up (I've used both by the way and worked well, which is why I included them).
 
On the Mixed Attacker (Rain), if Palkia uses Aqua Tail, I would recommend the nature to be Timid. Timid Palkia's Aqua Tail (without the 4 EVs in Att.) in the rain does 55.67 - 65.49% damage without SR damage. This is always a 2HKO, even factoring Leftovers. A hasty Aqua Tail makes no difference. Blissey and maybe Wobbuffet are the only pokemon that you would use Aqua Tail on.

Hasty has one major downside. Hasty Palkia has a 92.31% chance to be OHKOed by a SD boosted Rayquaza Extremespeed speed (including SR damage). A Timid Palkia only has a 33.33% chance of being OHKOed by the same attack.

The rain gives Surf a form of double STAB while offering an accuracy boost to Thunder, which smashes Kyogre and Lugia. In sunlight, Fire Blast can replace Surf for a pseudo-STAB that hurts Bronzong, Scizor, and Groudon. Thunder receives an accuracy cut, but is necessary to keep Kyogre switch-ins out of the picture. With Stealth Rock, Outrage can 2HKO min HP / max Def Blissey 87% of the time; however, max HP / max Def Bold Blissey only has a 7% chance of being 2HKOed.</p> (I don't like Aura Sphere much on the last slot, honestly. You're only hitting Dialga with it any harder than your alternatives and only by 10 base power compared to Spacial Rend, and I don't think Pressure makes a big enough difference to matter. Unless that 10 power really matters, it's better relegated to set comments. I like Fire Blast and Draco Meteor slashed over that last slot much more honestly. That prevents you from getting walled by Scizor and, for that matter, in the sun, hits Dialga even harder than Aura Sphere. As for Draco Meteor, it's a good all-purpose alternative for "I need to kill this now" if Spacial Rend just won't do the trick. Also, tbh, I'm kinda wary of choiced fighting attacks with giratina-o around, but that's a secondary concern and not really any bigger than a concern over choiced electric attacks because of Groudon.)

<p>A pure special variant is acceptable on this set. Aura Sphere is the best attack in slot four to harm Bulk Up Dialga. Roar makes Palkia a good phazer, though it is only useful for threats such as Calm Mind Kyogre. Speaking of Calm Mind Kyogre, Psych Up is a cool option to counter it. (sounds colloquial; "Psych Up is another interesting alternative for countering Calm Mind Kyogre") Psych Up copies the Special Attack and Special Defense boosts from Kyogre and makes Palkia even more of a powerful special sweeper. Ice Beam is Palkia’s best weapon against Grass-types and Groudon (barring Draco Meteor); however, the coverage overlaps with Surf and Spacial Rend most of the time. Flamethrower is an option over Fire Blast with its better accuracy, but the power drop is quickly noticeable. Finally, Substitute and a Salac Berry can be applied on either a mixed sweeper in or a pure special sweeper.</p>

<p>The Mixed Sweeper should have 4 Atk / 252 SpA / 252 Spe with a Hasty nature produce 277 Attack / 399 SpA / 328 Spe. With a Hasty nature, Palkia outpaces non-Scarf Kyogre, Groudon, and most Lugia. The same EVs and nature should be applied on the Choice sets. With a Choice Scarf and a Hasty nature, Palkia outpaces Timid Scarf Kyogre (and Dialga/base 90s), Dragon Danced Rayquaza, and Deoxys-A. All Physical Sweeping sets should use 4 HP / 252 Atk / 252 Spe and a Jolly nature. Any set with Substitute and a pinch berry should use a 30 HP IV to have an HP stat divisible by 4.</p>

[Opinion]
<p>Palkia is an absolute menace in the Uber environment. Its dual STABs have great coverage alongside its excellent Special Attack, Attack, and Speed stats backing them up. Palkia is a type of Pokemon that works in either rain or shine (drop "either"), and that alone makes handling Palkia difficult. Defensively, Palkia is one of the very few Pokemon that can take a Specs Water Spout from Kyogre; pronounced as the most powerful special attack in Ubers. The typing gives Palkia resistances to Water, Fire, and Steel while only having Dragon as its weakness. ("while leaving Dragon as its lone weakness") Overall, Palkia is a powerful Pokemon in the Uber environment, and to say that it has counters is difficult to say as it easily 2HKOes many Pokemon that attempt to switch into it. (Palkia's 100 base speed gives it a significant edge against many of its opponents. You make note of its speed stat but don't emphasize that its somewhat unique speed distinguishes it from many of its peers.)</p>

<p>Blissey can switch into every special attack Palkia attempts to throw at her, but Outrage, rain-boosted Aqua Tail, and Focus Punch make Blissey think twice before receiving the impact. ("... make Blissey think twice about switching in"; at the same time, change "switch in" at the beginning to "take"; also, "attempts to throw" to "throws") Lugia can switch into Palkia and threaten it off with Roost, Reflect, or Toxic. A Life Orb ExtremeSpeed will shut down Palkia if said Palkia is under 50% of health. As seen, Palkia doesn’t have a true counter. If you ignore Palkia, prepare yourself against a powerful assault that could send you into space. (That sounds kinda cheesy ;) I don't like it tbh but w/e man)</p>

RestTalk Palkia: But w/out Roar. Similair to Bulk Up variant of Dialga, I thought this could pass on Palkia thanks to having only one -real- weakness as well as STAB Aqua Tail being another solid choice if Outrage is iffy. But Dragon-moves are very common in Uber, so I might see why it could be a bad idea.

I don't like it. Same reason you list here - too many dragon attacks.

Pure Bulk Up version: basically Bulk Up / Aqua Tail / Earthquake / Outrage. Sounds alright, and Lustrous Orb fits nicely here. Earthquake isn't receiving a boost, but it will be rarely used.

I'm not keen to it at first, but I see possibilities. If you've playtested it before and have something you could share and if you have some damage calcs, I could say more.

Adding Life Orb on the Special Sweeper (Sun): It's surprisingly an effective set, and using Life Orb allows freedom of choice at the cost of health. Focus Punch would still stay on it.

The "Dual Weather" Palkia: Surf / Fire Blast / Spacial Rend / Focus Punch. This is the set that I've pondered for quite a while, but still very undecided about it.

Commented on these above. I didn't actually say it before though, but I do like "Dual Weather". :)

Before I do the grammar check, I'd like to add that I'm merging Dual Weather and Sunlight to simply "Dual Weather" and adding more comments on the set. Choice Specs, I agree about Aura Sphere being OO material, although it does 180 damage (SE on Dialga) compared to 150 from Spatial Rend (or Aura Sphere is a tie with Fire Blast in the sun). Draco Meteor will probably go over that (and Fire Blast), and add comments along the way as well.

Edited everything, and merged Dual Weather and Sun Mixed Attacker together. I threw Aura Sphere in OO because Fire Blast and Draco Meteor can provide the 2HKOes against Dialga most of the time anyway.

The combination of Substitute and Focus Punch help Palkia to beat some of its counters including the number one threat: Blissey. With Expert Belt and the given EVs, Focus Punch OHKOs 651 HP / 119 Def Blissey with no problems whatsoever. On top of that, Dialga and Kyogre can be 2HKOed. (Focus Punch itself reliably 2HKOs only 0/0 Kyogres, and with SR support. "Obviously that's why Thunder is on the set", yes, but the current phrasing implies that Focus Punch alone can be used to 2HKO, and that you'll have the freedom of choice between KOing with FP or Thunder on the second turn. Also, I made a mistake here. I was not using the calculator jump suggests we use, so I overshot the damage. Dialgas who suggest significantly in their defense but not completely, like Toxic Stall Dialga's Bold 252/56 can survive with leftovers, although the chances are slim (~35ish%) and Palkia must be wearing Leftovers over Expert Belt. With Expert Belt, a 2HKO is guaranteed. + max/max with leftovers may survive, but roughly has a 1 to 2% chance of doing so. Note that all these calculations are done assuming no SR, which makes a significant difference in all cases barring Palkia w/lefties vs. +max/really high-or-max Dialga w/lefties. Yeah, there's a mouthful.) Thunder works best in slot four to prevent Kyogre from setting up on Palkia while offering good coverage with Spacial Rend.</p>

Rayquaza can step into many of Palkia’s attacks, barring its Dragon-type attacks, thanks to Air Lock. A Life Orb ExtremeSpeed will shut down Palkia if said Palkia is under 50% of health. Rayquaza should not attempt to switch into Palkia but attempt to revenge kill it with ExtremeSpeed once Palkia's health is low.

LO ES from Jolly Rayquaza: 126-149 to 236 Def Palkia which doesn't even scratch half of its health away

Rayquaza can only swap in on Scarf Surfs/Fire Blasts or CBed Quakes. Thunder is a huge risk for it as it can paralyze and does quite a bit of damage, and it obviously dies to Spacial Rend. Rayquaza isn't really going anywhere against the other sets because
1) It's slower
2) Against the Specs set, Specs Surf can do a ton of damage. It will 2HKO Rayquaza with Stealth Rock down
3) As far as I know Palkias throw Spacial Rends often because it appears to be the safest option most of the time.

I don't think revenge killing something at ~42% should be listed in the counters section.

IMO Haban Berry can be placed in Other Options. You can score easy kills against other Palkias and surprise Lati@s and Dialga as well. It's not your best choice of item but it does have its uses (and yes my Scarf Palkia went down to this once).

Yeah, you do with Stealth Rock calculated in the mix. With Outrage anyway.

Who runs Max HP/Def Bold Bliss in Ubers anyway?

It seems that it can also 2HKO the standard Calm Bliss with Aqua Tail in the rain even when you're running Timid.

Any chance of recommending Timid on the mixed attacker? You basically get the same 2HKO's/OHKO's with your physical attacks and you take can those Extremespeeds from Rayquaza better(it still has a good chance to KO however).

Timid might not be a bad option with Aqua Tail at least. It's a 34% chance with Stealth Rock and Leftovers (ugh...), but it could probably work on there to maintain defenses. I'll add it in.
