This is part of a project to get rid of the poor quality, misinformation-ridden RBY analyses from over a decade ago. These works are low-priority and should be treated as such.
[OVERVIEW]
Parasect's niche is being the only fully evolved Pokemon in RBY with access to the 99.96% accurate sleep-inducing Spore, which it can pair with Stun Spore for dual status. It also has access to Swords Dance to boost its Attack and damage output with Hyper Beam, which can be effective with paralysis support from its teammates, allowing it to threaten crippled teams. If it wishes to focus on supporting its teammates it can stick to Slash and Mega Drain, making it more self-sufficient and less reliant on setup and allowing it to focus on spreading status for its teammates. Defensively, Parasect has a nice 4x resistance to Ground and a resistance to Water and Electric, meaning it can switch in on Raichu and Dugtrio. For example Dugtrio's Earthquake only does a maximum of 9.9% of Parasect's health, and Rock Slide does a maximum of 40.2%. This allows Parasect to get on the field if it isn’t badly chipped and get off a free status-inducing move, Swords Dance, or pure damage from Slash or Mega Drain.
Unfortunately Parasect's positive traits aren't nearly enough to give it a legitimate role in RBY UU, and as such it should not see use on any serious competitive team. It's entirely outclassed by the other sleep-spreading Grass-types, Venusaur and Tangela. Tangela has superior bulk and a better defensive typing in pure Grass while similarly having access to dual status. Venusaur has superior Speed, letting it take advantage of Swords Dance more effectively, and access to Razor Leaf, a better Grass-type move that Parasect lacks. Spore's almost perfect accuracy simply isn't enough to make Parasect viable. Its stats are all-around mediocre, and its Speed is tied for the lowest in the game alongside Snorlax and Slowbro. One hinderance of Parasect's Speed is that it can't even truly take advantage of Slash, which ends up being a critical hit only 46.88% of the time. This is opposed to another Pokemon like Persian, whose Slash is STAB-boosted and a critical hit almost 100% of the time. Its defensive typing is also among the worst in the game, being weak to common attacking types like Ice and Rock, with a 4x weakness to Flying, Fire, and Poison. Parasect is also brutally ruined by Haunter, which resists Mega Drain and has an immunity to Normal, which takes away all of Parasect's viable offensive options.
[SET]
name: Setup Sleeper
move 1: Spore
move 2: Stun Spore
move 3: Swords Dance
move 4: Hyper Beam
[SET COMMENTS]
Parasect's game plan is simple: put something to sleep with Spore and either go on the offensive with Swords Dance and Hyper Beam or cripple something else with paralysis from Stun Spore on the switch. After this it can come back in late-game when the opposing team is crippled with paralysis and weakened and go for a sweep. After a Swords Dance it can OHKO the common Kadabra and take out the omnipresent Hypno and Tentacruel from 70%.
Running Slash is still an effective option for immediate damage, being able to 2HKO Kadabra with critical hits, and Mega Drain is a Grass-type STAB option for handling Dugtrio, Omastar, and Golem. With Mega Drain it can get solid chip damage, being able to 3HKO all of them. Stun Spore can be dropped to maintain Swords Dance and Hyper Beam while making room for an immediate offensive option such as Slash or Mega Drain. This comes with the additional benefit of not having a recharge turn if your target survives Hyper Beam. Toxic could be used over Stun Spore to help Dragonite and Tentacruel immobilize opposing Pokemon with Wrap more effectively, but its atrocious Speed makes this very difficult to pull off and isn't truly worth using.
