[OVERVIEW]
Patrat's niche over other Normal-types is its ability to put other Pokemon to sleep with Hypnosis and boost quickly using Swords Dance. However, Patrat has awful stats, leaving it outsped and KOed by many dangerous foes, and has no unique coverage to make it worth using over other Normal-types like Rufflet and Bunnelby. Rufflet has much better bulk and a really good boosting move in Bulk Up, and Bunnelby is a lot faster and has great coverage with a fantastic ability in Huge Power.

What this set attempts to do is allow Patrat to put something to sleep and set up with Swords Dance. Patrat fails to succeed in this due to its poor Speed, low bulk, and weakness to common Fighting-type attacks. It is also outclassed by Bunnelby and Rufflet, the former having a much better ability in Huge Power with a lot more offensive pressure and the latter having a much better offensive typing.

You should restructure the reason to use Patrat here. Patrat's "niche" over other Normal-types is its ability to put other Pokemon to sleep with Hypnosis and boost quickly using Swords Dance. Reason why this isn't an effective strategy is because Patrat has awful stats, leaving it outsped and KOed by many dangerous opponents, and has no unique coverage to make it worth using over other Normal-types like Munchlax or Meowth.

[SET]
Slash Zen Headbutt after Crunch. It's not a great option but it's about as good as Crunch overall. Switch the Def and SpD EVs, being physically bulky is ever so slightly more helpful than the special bulk.

Patrat doesn't have issues setting up so much as it has issues leveraging itself after it sets up due to its poor Speed, bulk, and weakness to common Fighting-type attacks. I'd recommend Rufflet over Doduo here.

Use Rufflet and Bunnelby as your examples here, imo. Rufflet is a better Bulk Up user than Munchlax, and Bunnelby outclasses it offensively. Meowth can still be mentioned if you like, I'll leave that up to you.

However, Patrat has awful stats, leaving it outsped and KOed by many dangerous opponents foes, and has no unique coverage to make it worth using over other Normal-types like Rufflet and Bunnelby. Rufflet has much better bulk and a really good self boosting move in Bulk Up, and Bunnelby is a (space) lot faster and has great coverage with a fantastic ability in Huge Power.
