Pelipper’s niche over other Water-types in the OU tier is its ability Drizzle, making it a staple on rain teams aiding dangerous rain sweepers like Kingdra, Urshifu-R, Barraskewda, and Crawdaunt. Scald is a useful move under rain providing a chance to cripple rain checks like Toxapex and Ferrothorn so its partners have an easier time breaking through them. Roost helps provide Pelipper with longevity, which is vital for keeping rain active. U-turn allows Pelipper to act as a slow pivot and gain momentum by providing rain sweepers with a free switch. Defog is a good option to prevent entry hazards like Sticky Webs and Spikes from being detrimental for the rest of the team. Alternatively, Hurricane can be run over Defog or Scald to hit Pokemon like Amoonguss and Kommo-o. However, it's hard to break down rain checks like Toxapex or Ferrothorn, without the chance to burn them with Scald. Knock Off can be run to remove items like Tangrowth’s Assault Vest, Chansey’s Eviolite, or Blissey’s Heavy Duty Boots.

Rain sweepers like Kingdra, Urshifu-R, Barraskewda, and Crawdaunt appreciate Pelipper’s ability to set up rain and bring them in via U-turn. Kingdra has great synergy with Pelipper being able to threaten Pelipper’s checks like Slowbro and Toxapex with Draco Meteor, and outspeeding Zeraora which can gain momentum and threaten Rain teams with Volt Switch. Ferrothorn is an essential teammate for Rain teams, being able to whittle rain checks like Toxapex, Tangrowth, and opposing Ferrothorn, with Knock Off and Spikes support. In return, Ferrothorn appreciates rain crippling the power of Fire-type moves, increasing its longevity. Kyurem has great synergy on rain teams, Pelipper can bring it in with U-turn so Choice Specs can apply immediate pressure on rain checks, allowing breakers like Crawdaunt, Urshifu-S, and Barraskewda to capitalize and clean up. Other forms of gaining momentum can be helpful, Clefable is a great partner being able to provide Wish support and Teleport, while Zeraora can make use of Pelipper’s rain by firing off 100% Thunders and Volt Switch on checks like Ferrothorn and Amoonguss.

Gonna give an am check. implement as you please, but don't feel obligated. Though, I do really feel this needs some revision before you label it for quality control.

This really downplays what Pelipper's role actually is. Sure, it has some utility as a Water-type since it's got Defog and a Flying-type, but Pelipper is immensely outclassed by Pokemon like Mantine and Toxapex at its core outside of being able to set Rain. Scald is a useful move under rain providing a chance to cripple rain checks like Toxapex and Ferrothorn so its partners have an easier time breaking through them. Roost helps provide Pelipper with longevity, which is vital for keeping rain active. Scald and Roost are really obvious moves, and don't really need to be explained. I guess you could explain Scald targets like you did? but I feel burning Pex and Ferro is more of an afterthought rather than being worthy of a full on mention. I just think this should be omitted entirely, though. U-turn allows Pelipper to act as a slow pivot and gain momentum by providing rain sweepers with a free switch. You are correct that U-turn gives these Pokemon a safer time getting in, but it's also important for effectively capitalizing on as many Rain turns as possible; on top of that, calling them sweepers is very surface level given how much of an emphasis there is on wallbreaking prior to actually sweeping. Abusers is a much more accurate, whole term. Defog is a good option to prevent entry hazards like Sticky Webs and Spikes from being detrimental for the rest of the team. Why are you mentioning Sticky Webs and Spikes of all things? Defog provides hazard removal period. While Sticky Webs and Spikes are certainly things to watch out for, I find it strange that you mention them specifically. I feel it's also worth mentioning that, since Pelipper doesn't run HDB, is prone to being chipped down, and hurts offensive momentum with Defog, that it is unreliable as a sole means of hazard removal, and leaves the last slot available for alternatives. Alternatively, Hurricane can be run over Defog or Scald to hit Pokemon like Amoonguss and Kommo-o. However, it's hard to break down rain checks like Toxapex or Ferrothorn, without the chance to burn them with Scald. What? Pelipper can't break through them at all. I don't know what you're talking about here whatsoever, and this is just not worth mentioning, especially since trying to chip these mons down just wastes valuable Rain turns all the while Ferro/Pex do Ferro/Pex things. Knock Off can be run to remove items like Tangrowth’s Assault Vest, Chansey’s Eviolite, or Blissey’s Heavy Duty Boots.

You need to put less of an emphasis on defensive synergy with Pelipper here, and rather how Pelipper facilitates these threats; for example, what does Pelipper invite in that it can gain momentum against for them? Ferrothorn is an essential teammate for Rain teams, being able to whittle rain checks like Toxapex, Tangrowth, and opposing Ferrothorn, with Knock Off and Spikes support. In return, Ferrothorn appreciates rain crippling the power of Fire-type moves, increasing its longevity. Kyurem honestly is completely outclassed by Kingdra on Rain, despite being able to more consistently break Pex. I don't think this worth mentioning though since Kingdra can still muscle past Pex due to it usually running Phys Def anyway. Other forms of gaining momentum can be helpful, Clefable is a great partner being able to provide Wish support and Teleport, while Zeraora can make use of Pelipper’s rain by firing off 100% Thunders and Volt Switch on checks like Ferrothorn and Amoonguss. Zera does not run Thunder, and shouldn't, for that matter.

I think this analysis needs to put a much greater emphasis on what Pelipper does as a Rain setter, and how it facilitates the Rain archetype. I feel your focus is generally in the wrong place with this analysis, since Pelipper does not really have much going for it outside of being able to set Rain and use U-turn to get abusers in more safely, while maintaining offensive momentum.
