Japan was forced to "Westernize" after WWII, where they adopted almost the entire list of the principles of constitutional monarchy instead of the vocabulary, but yeah before that it wasn't really a Western style government. And it's also important to mention that Japan was strongly influenced by colonialism by essentially trying to replicate it to be recognized as a global power, as was seen in Korea and Manchuria.
