PERFECT Legendary?

I already posted this on another thread but I got this Arceus like yesterday:

DOCILE Arceus (wait, it gets better, look at the godly IVs)
0-1/0-1/0-1/0-1/0-1/31

I kept it as a trophy. xD

...But why are all the stats so low except for the godly speed... ;-;
 
No clue lol, I don't think I've ever gotten a monster with that many 0's in it lol

EDIT: So its a higher chance to get a bunch of 0's instead of a bunch of 31's?
 
Since only SIX of the 4 billion+ possible PIDs generate perfect IVs, I would naturally think that they are geared more towards lower IVs. Man, Nintendo needs to use better RNGs...
 
Modest Azelf, about 20 in most IV's. I wasnt actually soft resseting, i just caught it for pokedex purposes, someone asked if anyone had a modest azelf on a trading thread, i checked mine, saw it was and thought id check its IV's. I nice little suprise. I should probably use it at some point...
 
Tangerine has my Bold 23 HP, then 27-28 across the board Lugia from Naval Rock, that was my best.

Then, there was my best Suicune in Collos: Bold 21/7/28/22/30/31.

I am trying to find my collos disc again so I can play for another shot at Raikou.

I once calculated it to be 1 in over 700,000,000, i.e. LOOOOOOOOOONG odds.
