Persian (Full Revamp) +

Wouldn't Hidden Power Rock be another options as well as Hidden Power Fighting?
Coupled with Swift and Water Pulse, (all-out offensive set), allow Persian to hit Shedinja, who otherwise walls it, while still hurting Altaria, Articuno and Mantine for super effective damage.

Few nitpicks:

[SET]
name: Free Hits
move 1: Fake Out
move 2: U-turn
move 3: Hypnosis / Taunt
move 4: Bite / Return
item: Silk Scarf / Life Orb
ability: Technician
nature: Jolly
evs: 4 HP / 252 Atk / 252 Spe

[SET COMMENTS]

A set where Persian isn't trying to sweep, but rather attempting to hit-and-run, takes the most advantage of its modest attacking power, great speed, and Technician. Fake Out nets Persian some free damage, and with Technician and STAB, its base power is boosted up to 90, allowing for a nice leading move. Then if facing an opponent you don't want to deal with, either use Hypnosis to incapacitate them, or U-turn out to a suitable counter and cause some damage as well on the switch. Bite allows for better coverage as it hits the Ghost-types that are immune to your Fake Out, but Return is a good STAB attack to have if you don't want to switch or use Hypnosis.

Taunt is an option over Hypnosis if you don't like Hypnosis's 60% accuracy and can stop opponents like Curse Steelix from setting up on Persian. Silk Scarf is nice if you feel like you want Persian to survive a little longer, or if you are using it as a lead, but Life Orb provides needed power to the set. Wide Lens is another option if you want to help Hypnosis's accuracy.

[SET]
name: Special Sweeper
move 1: Nasty Plot
move 2: Hypnosis / Substitute
move 3: Swift
move 4: Water Pulse
item: Life Orb / Salac Berry
ability: Technician
nature: Timid
evs: 4 HP / 252 SpA / 252 Spe

[SET COMMENTS]

This set is perfect for Persian, because it takes some moves that are normally never used and turns them into a sweeping force. Swift and Water Pulse are both 60 base power and are thus boosted by Technician, Water Pulse getting to 90 base power, and Swift being boosted to 135 due to STAB. Water and Normal also provide great coverage and can surprise a lot of physical Persian's counters, like Probopass. Nasty Plot is obvious, as it gives Persian the boosts it needs to OHKO many common frailer Pokemon that Persian outspeeds, as well as getting the 2HKO on Steelix.

Substitute is a good option over Hypnosis if you don't want to risk a miss or want protection from status. Substitute also has another advantage, enabling Persian to activate the Salac Berry, which lets Persian get to 541 Speed, which outspeeds almost everything in the UU metagame. If you get a Nasty Plot in, you will still be hurting opponents, but without the sometimes helpful boost from Life Orb.

Limber is useful over Technician on this set because you can switch into things like Clefable's Thunder Wave and use Switcheroo, locking it into that move, or disabling whatever comes in.

This is untrue. If you switch in and then Switcheroo, Clefable will still be able to use another attack.

Clefable is the best counter though, as none of Persian's Special moves will able to do much damage to it.
+2 Persian Technician boosted Swift vs Calm Max/Max Clefable:189 - 223 (47.97% - 56.60%)
+2 Persian's 88 BP HP Fighting vs Calm Max/Max Clefable: 246 - 290 (62.44% - 73.60%)
Clefable also has to have Facade to KO Persian, although Thunder Wave would probably work.

I think there should be some mention of priority moves in counters, primarily Mach Punch, especially considering that Hitmontop is the #1 UU this month.

Where was it capitalized? I don't see it. o_o;

Oh, that status. *facepalm*

EDIT: Everything is hopefully fixed, darkie.

Knock Off is really a "meh" option on Persian, but whatever.

Put that in the "small changes" thread, as this is already on-site, and doesn't need re-uploading.
