Pidove's base stats are awful; it has terrible speed and offensive stats, along with lower bulk than other Flying-type Pokemon such as Doduo and Vullaby. This, combined with a lack of strong Flying-type moves, makes this Pokemon nearly unusable in Little Cup. The only niche that Pidove provides is in Z-Tailwind, which allows it to guarantee critical hits with its ability, Super Luck. Despite the team support and potential power Z-Tailwind provides, Pidove's low bulk and weak attacks put a cap on the amount of damage Pidove can really inflict.

There are more well-rounded Flying type Pokemon in Little Cup that can accomplish more with less; Vullaby is more versatile and sports better stats, while Doduo provides more upfront power without having to take a turn to set up.
