* Obscenely high special bulk and a decent variety of utility options make Blissey a pivot capable of coming on a wide variety of special attackers such as Eternatus, Primal Kyogre, and Calm Mind Arceus formes, but its passivity limits it to bulky balance teams. While Blissey has less overall bulk than Chansey, its capability to use Heavy-Duty Boots lets it excel more at pivoting compared to Chansey.
* Stealth Rock provides entry hazard utility to free a moveslot for allies such as Primal Groudon and Necrozma-DM. Toxic puts foes such as Calm Mind Arceus formes, Terastallized wallbreaker Eternatus, and Primal Kyogre on a timer, preventing them from using Blissey as setup fodder. Thunder Wave is an option to hinder checks it lures in such as Marshadow, Chien-Pao, and Eternatus, enabling Blissey's allies to easily outspeed them.
* The given EV spread avoids an OHKO from Adamant Mega Salamence's Double-Edge. The given Speed IVs ensure that Blissey underspeeds Alomomola, allowing Blissey to hinder whichever foe Alomomola would try to otherwise safely bring in with Flip Turn while remaining as fast as possible beyond that for other threats such as Garganacl.
* Tera Dark allows Blissey to act as a soft-check to Psychic-type spam teams, notably also letting it consistently check Mega Mewtwo Y and to a lesser degree, Lunala by becoming immune to Psyshock and Psystrike. Tera Grass lets Blissey hard-check Primal Kyogre, Arceus-Water, and Zygarde. Either Tera type can be selected depending on the potential role compression desired for a team.
* As Blissey can be used to safely pivot from threats, it can often be used to absorb status conditions from foes such as Giratina-O, defensive Ho-Oh, and Eternatus, then safely bring in a check to them such as Chien-Pao, Marshadow, or Mega Mewtwo Y.
* Blissey's low physical bulk is easy to take advantage of by nearly every offensive physical attacker in the metagame. As such, allies such as Alomomola, defensive Ho-Oh, and Primal Groudon make for good partners.
* By heavily relying on status moves to make progress, Taunt allows foes such as Yveltal and several Arceus formes to gain momentum on Blissey. Therefore,Pokemon like Eternatus, Arceus-Fairy, and Giratina-O can be good allies to mitigate this. The former two can also absorb Knock Off for Blissey, preserving Blissey's longevity.
* As Blissey is mainly a support Pokemon and is otherwise passive on its own, offensive partners such as Chien-Pao, Marshadow, and Eternatus complement Blissey by wallbreaking foes that Blissey can't do much against by itself such as Zygarde, Giratina-O, and Necrozma-DM. Ditto and Marshadow in particular are notable allies, as they punish foes using Blissey as setup fodder.

Can this be multiple sentences?
* The given EV spread avoids an OHKO from Adamant Mega Salamence's Double-Edge. The given IVs minimize Foul Play damage from Arceus-Dark and Yveltalis this dex info?, and ensure Blissey underspeeds Alomomola, allowing Blissey to hinder whichever foe Alomomola would try to otherwise safely bring in with Flip Turn, while remaining as fast as possible beyond that for other threats such as Garganacl.

* Stealth Rock provides entry hazard utility to free a moveslot for allies such as Primal Groudon and Necrozma-DM. Toxic puts on a timer foes such as Terastallized Eternatus, Giratina-O, (Eternatus can’t really set up on Blissey and Giratina-O doesn’t run setup. Would mention something else like CM Arc-Dark / Fairy or Chi-Yu) and Primal Kyogre, preventing them from using Blissey as setup fodder. Thunder Wave is an option to hinder checks it lures such as Marshadow, Chien-Pao, and Eternatus, enabling Blissey's allies to easily outspeed.

* Blissey's low physical bulk is easy to take advantage of by nearly every offensive physical attacker in the metagame. As such, allies such as Alomomola, defensive Ho-Oh, and Primal Groudon make for good partners. (would also mention solid revenge-killers like Marsh / Ditto as Blissey is very easy to setup against and the mentioned Pokemon can easily get overwhelmed by setup sweepers given a free turn like Ultra Necrozma and Mega Salamence)
* Add bullet about Blissey’s vulnerability to Taunt / Refresh from Arceus formes with teammates to patch this (Mon that doesn’t mind Taunt and fast physical threat). Mention its vulnerability to Yveltal because of Taunt and Knock Off (with a Knock Off absorber and Defogger as a suggested teammate, probably just Arc-Fairy and Ho-Oh / Giratina-O)

* As Blissey is mainly a support Pokemon, and is otherwise passive on its own, offensive partners such as Chien-Pao, Marshadow, and Eternatus complement Blissey to wallbreak foes Blissey can't do much against by itself such as Zygarde, Giratina-O, and Necrozma-DM.

Done.

Worth noting that I skipped listing hazard removers as the only Knock Off Pokemon in the tier are things you wouldn't want to keep Blissey on in the first place (Yveltal, Kingambit, Necrozma-DM), so those would if anything be supporting other Pokemon for Blissey, which would be too tangential IMO.
