Plasmanta is a rather underwhelming Pokemon and is not recommended for serious teams. Plasmanta's lack of reliable recovery and low base HP make it incredibly easy to wear down. Furthermore, Plasmanta's typing leaves it with a massive weakness to Ground, made worse by its lack of coverage that deals with Ground-types. These factors ultimately leave Plasmanta outclassed by other Electric and Poison-types such as Tapu Koko, Galarian Slowking, and Venomicon. Body Press gives Plasmanta a form of coverage against Steel-types such as Equilibra and Ferrothorn, which otherwise wall Plasmanta. Magnet Rise lets Plasmanta beat certain Ground-types such as Colossoil and Equilibra, while also allowing it to reliably deal with Pokemon that commonly run Ground-type coverage such as Melmetal and Venomicon. The given EV spread maximizes the power of Body Press while retaining Plasmanta's Speed.
