Currently, the amount of Pokemon that run Foul Play in SV and SS 1v1 is 0, with only a select few low tier mons that run it in older generations, and most importantly the damage rolls are completely irrelevant against special attackers anyway, since it's not a considerable enough difference in damage to change the number of hits required to KO.

Meanwhile, a very very relevant move instead that really needs the 31 Attack IVs is Struggle.
in SV 1v1, A tier Pokemon Iron Valiant and Ninetales-Alola both run Encore Disable sets that force you to struggle.
Aromatisse does the same in SS 1v1, with Taunt+Disable Tapu Bulu also forcing struggle against stall mons, and both of these are the main sets of A- tier mons.
In ORAS 1v1, S tier Mega Gardevoir's strongest set is Trick Room Encore Disable.

On top of that, many matchups like stall vs stall, leech seed pokemon vs other grass-types or choiced pokemon vs stall pokemon end up as complete PP stalls where struggle rolls often decide the outcome of the game, and in ADV 1v1 where struggle deals significantly less recoil, the difference in damage is incredibly important.

I've seen first-hand many tournament matches where low struggle damage ended up leaving the opponent at 1% hp and losing, so please implement this change.
 
Resident 1v1 girl here to confirm this is a relevant change. I've been playing 1v1 for over 10 years, have struggled more than I can count, and lost games to struggle not dealing enough damage. I've even EVd pokemon specifically to pick up KOs with struggle in certain matchups. In other words, struggle damage matters in 1v1, and as such ATK should not be automatically minimised.

Edit: Added some context above, also would like to note that Foul Play and Confusion are virtually unused as strategies, making Struggle the most dominant use of a special attacker's physical attack stat.

I will also add that removing this features fixes the bug that occurs when using the importing set feature where if you click on a mon’s moveset while it’s empty it will automatically set it to 0 atk ivs, and even after importing a set using physical moves it remains at 0 atk ivs unless clicking on the mon’s moveslot a second time
 
there are some other tiers where this is the case as well, i usually set my attack ivs to 31 on adv ubers teams because struggle is more common than confusion; would it be possible to add an option somewhere to disable this feature?

edit: i think an option to disable is preferable to having some tiers have it and some not because ultimately it is to some extent a matter of opinion whether 31 or 0 attack ivs are better, so it's probably best left up to the judgement of the user. perhaps there's some implementation where the builder is just a bit less aggressive at chnging ivs? i think as a qol functionality it's probably also better underused than overused, i think default / neutral functionality is generally preferable when choosing between two options that have upsides and downsides.
