Well considering Swift Swim and Drizzle is banned you would have to use Rain Dance which means when you Rest you would just be killing off more turns of Rain Dance. Resttalkand Circle Throw is completely viable though.

i dont think the resttalk circle throw is as viable as encore sub but ill have to test it out.
