[OVERVIEW]
While it's true that after Z-Conversion Porygon-Z becomes a threatening sweeper, its overreliance on stat boosts from the aforementioned move, singular chance at sweeping, and reliance on a lot of support hold it back from being viable in the metagame. Furthermore, Porygon-Z's low stats, except Special Attack, mean that it's hard to find setup opportunities due to low defenses and lack of resistances, so Porygon-Z is outclassed by better setup sweepers like Zygarde and Magearna. Even after setup, Porygon-Z is still relatively easy to revenge kill with common forces like Choice Scarf Landorus-T and Ash-Greninja because Porygon-Z doesn't have priority to hit these revenge killers.

This set attempts to use Z-Conversion at the right time and then sweep. STAB Thunderbolt after setup absolutely destroys Toxapex. Ice Beam gives Porygon-Z the best coverage possible alongside Thunderbolt. Recover gives many more opportunities to setup on lets Porygon-Z restore its HP after setting up on Pokemon like Celesteela and Assault Vest Magearna, allowing it to be left at higher HP. Porygon-Z isn't worth using, though, as it struggles to break past common defensive or just bulky Pokemon like Ferrothorn and Tyranitar, and the metagame has more consistent setup sweepers requiring less support like Magearna, Volcarona, Zygarde, and Mega Mawile due to their better movesets and typings.

stab tbolt means u completely destroy toxapex which would otherwise be able to just stop u through hazing ur only setup opportunity, beam is the best possible coverage alongside tbolt, recover makes it so u have wayyy more opportunities to setup such as Zapdos, Koko and even Celesteela since ur no longer left at very low health. say how it still struggles to break through common defensive mons like ferrothorn & tyranitar and how it struggles to compete with other, better setup sweepers such as Volcarona, M-Mawile & Zygarde.

Furthermore, Porygon-Z's low stats, except Special Attack, mean that it's hard to find setup opportunities due to low defenses and Speed, (a lot of setup sweepers in OU have less than 90 base Speed - change this to "low defenses and lack of resistances); then, finish this sentence by saying that it's outclassed by better setup sweepers like Magearna and Zygarde and make the next point about being easy to revenge kill a new sentence) and even after setup Porygon-Z is still relatively easy to revenge kill with common forces like Choice Scarf Landorus-T. (Add priority from Ash-Greninja here and also state that Porygon-Z doesn't have priority to hit these revenge killers)
