Yes, Pokemon below the specified tiers are fine. If the tier requirements are 5 OU / 1 BL and you decide to use 5 OU / 1 UU, for example, then that's fine, as long as the Pokemon that is UU is allowed in OU/BL (I can't think of a case where this wouldn't hold true, but mentioning it just in case).
