No ; tiers shifts and changes which happened after the start of a tournament's round/week are only effective from next round/week onwards by convention. Thus, the use of DLC elements such as "new" Pokémon and moves is forbidden this week. However, they will be a thing from next week onwards, so the semifinalists better be ready since their capacity to adapt and explore more or less drastically changed metagames will be a decisive factor to win the tournament.
