Whirlipede is an excellent partner to the posted core because of it's access to not only Spikes, but Toxic Spikes as well. Volt-Turn (Or in this case, Volt-Pass) teams need an offensive hazard setter, and Whirlipede is an excellent one at that, being able to wear down opponents teams. In return, Floatzel beats all common Rapid Spinners while Zebstrika beats all common Defoggers.

Basically, the addition of Raichu makes this a double Electric core - NP Raichu can break through things like Regice, Lickilicky, SpD Roselia, Piloswine, SpD Clefairy, Grumpig and other stuff that generally walls Zebstrika. Once these checks / counters to Zeb have been removed, this clears the way for Zeb to clean up. It also works in reverse; Zebstrika can wear down Clefairy, Regice, Roselia and Grumpig by pivoting on them, which puts them in range of Raichu's NP / LO boosted attacks. Adding Floatzel to the mix just makes it easier for these Electrics to break past threats like Piloswine, so I think NP Raichu makes a nice addition to this offensive core. It also adds an electric immunity, giving Floatzel protection from Grass (via Zeb's Sap Sipper) and Electric (via Raichu's Lightning Rod) attacks.

So that you don't weaken yourself trying to gain momentum via entry hazards, you'd probably add a Defogger like Vibrava at this point, and possibly another fast U-turn mon like Jumpluff or CB Ninjask.

Fraxure is gaining popularity lately as a threatening setup sweeper, and Misdreavus helps it setting up Dragon Dance thanks to its access to Memento and Will-O-Wisp support, giving Fraxre an easier time against more offensive teams that leave few setup opportunities to it. Other than that, Misdreavus is also excellent at dealing with most leads such as Piloswine with Taunt and some Speed investment, while also being a moderately good answer to bulky Grass-types such as Tangela and Gourgeist-Super, revengekillers such as Mr. Mime, and also uncommon picks such as Avalugg, which are some of the best stops to Fraxure(mainly the reason for why Shadow Ball is ran), forming a core that can be lethal against unprepared teams that don't carry more than one answer to Fraxire.

Frogadier can beat missy by subbing and turning normal type or just dark pulsing twice. Fraxure gets ohko'd by ice beam and lives a outrage in return. Fraxure dies to 2 ice beams if frogs at -2 spatk from memento missy.

almost 2hko's missy while missy does 31 at max, prevents the memento with taunt, kills fraxure. granted it's not the best mon, but come on man, barely anything can beat this core 1v2, cause missy is way too good at doing it's job.,
 
Well, as you said, beating this core requires plenty of checks and good play. Here is a poke that can check the core decently enough:

Mime is notable for being an offensive option for beating this core AFTER the Fraxure gets the dance off. Mime can outspeed Fraxure at +1 and 0hko after rocks, or has a 50/50 on killing without rocks. Mime can also freely come in on Fraxure when locked into Outrage or using Superpower. Mime can also use Healing Wish to heal another counter like Piloswine that may have been weakened by Misdreavus. Just don't switch into Poison Jab and Mime will pressure this core plenty.

252 SpA Mr. Mime Dazzling Gleam vs. 0 HP / 0 SpD Eviolite Fraxure: 254-300 (93 - 109.8%) -- 56.3% chance to OHKO

Also I have apparently had this in my drafts completely ready to go since Monday but oh well...

EDIT: So I noticed that Mime is actually addressed in the synopsis of the core, but I would argue that Mime is thorough enough to be a threat regardless of Misdreavus. The fact that Mime holds such a strong ability to revenge kill Fraxure even after setting up forces this core to play more conservatively, which digs into the longevity of the core. Also, the main concept behind the core is for Missy to Memento. If Missy Mementos on anything other than Mime, then Mime can still easily revenge kill and defeat the entire strategy behind the core. Misdreavus certainly beats Mime 1v1, but that is not always enough.

Fraxure has problems with a few things: Steel-types, bulky Grass, Fairy, Ice, and bulky stall in general. Ninetales helps with all of this.

Klang and Metang are both fried by Ninetales, and Probopass certainly does not want to be weakened from Fire Blast. Tangela and Gourgeist-XL are both dealt with handily by Ninetales, who can 0hko both. Ninetales resists Fairy and has enough special bulk to tank some Dazzling Gleams from Mime and Moonblasts from Clefairy. Ninetales also resists Ice and can deal with Piloswine with a Substitute on the switch and a 2hko with Energy Ball. Nasty Plot helps push Ninetales into a terrifying wallbreaker that can 2hko just about every wall in the tier. Ninetales is also naturally fast, which Fraxure only wishes it was.

Ninetales and Misdreavus don't have a lot of type synergy, but Ninetales does take the burden off of Misdreavus for checking so many threats. This means that Missy doesn't have to come in as much and take less damage in beating checks, letting Missy support for longer and have more opportunities to use Memento. Missy does have Levitate though, so it can avoid the EQs targeted at Ninetales and make a free switch-in for more Will-o-Wisp or the before-mentioned Memento.

This was a bit long, but Ninetales is a great partner for this core that is worth consideration.

Arbok makes a great partner for this core as it not only appreciates Misdreavus's Memento support, but it also set up on Clefairy fairly well as weakening Mr. Mime with Sucker Punch (Missy handles Mr. Mime well anyway, but added insurance never hurt) while at the same time weakining Probopass with Aqua Tail making it easier on Fraxure to set up Dragon Dance and just click Outrage.

Knock Off Simipour + Nasty Plot Raichu is a great offensive core that aims to overwhelm special walls, especially bulky Grass-types such as Roselia, by using Knock Off to take away their items (often Eviolite) and by boosting up and breaking through with sheer power in Raichu's case, often allowing one of the two to sweep or at least weaken the opposition.

Rock Polish is an excellent Pokemon to the posted core. Simipour can eliminate dangerous Fire types, such as Flareon and Rapidash while also crippling Hypno and Grumpig by removing their means of passive recovery. Raichu can weaken special walls such as Hypno, Grumpig, and Lickilicky by hitting them hard with a Nasty Plot boosted Thunderbolt.

So the core itself was a bit slow, so one thing both Raichu and Simipour can appreciate is a revenge killer and a Healing Wish user all in one and Mr. Mime fits the bill perfectly. It can pick off weakened threats to Simipour and Raichu and restore their health so either can sweep again making it a great partner.
