No it's fine, they can just play with the regular formats because if they're not using a PU Pokemon it's pretty easy to spot...

I don't know, I used a bracket thing and this is what it gave me x_x. There was one user on the list twice and one bye, so I moved the bye to the open spot that was created.

If you don't give byes in round 1 you'll have to do it in later rounds since there are 26 people which is much worse

Although tbh any bye is bad because each round is a different tier :(
