Done Queue polls at x interval

To get rid of manually keeping track of which polls to display in the room, it would be nice to have a queue similar to the daily queue.
Users could be able to update the default duration of polls with some sort of /poll setinterval [minutes] command.
If no next poll is queued it could most likely default to stay displayed

I suppose I could add this yes. If someone else gets to it before I do, please also allow this to be used to make polls persist through restarts.
