AV Raikou has a 1% chance to be OHKOd by Shadow Ball, so: Raikou switches into Shadow Ball, is forced out as the opponent switches to something, most likely Volt Switching etc, then loses because Shadow Ball + Shadow Sneak is a thing.
I have to agree with alexwolf, I liked the idea but it fails in oractice, I would really rather use SubCM or a LO (and the occasional Weather Ball on a rain team i have cause bluffing with EBelt is so much fun)
also wtf max def on first set? Raikou needs initial power as well. Keep in mind Raikou is more versatile then it seems and ability to bluff is a key reason to use it over something else. Jolteon doesn't have Aura Sphere or Weather Ball or whatever which is why (hopefully) people will stop using Jolteon over this.
