Jirachi - The Initial Rain Dancer

Nature: Sassy
EV: HP 252, Defense 86, Spc. Defense 172
Ability: Serene Grace
Item: Damp Rock

- Rain Dance
Starts off the early/mid game sweep, normally done a turn before U-Turn.
- Thunder
Used to get a paralyze with 100% chance of hit and 60% chance of
paralyze
- U-Turn
Switch out to get in my sweeper, normally Kingdra
- Water Pulse
More damage and confusion against those non-resisting it.


Kingdra - Early/Mid Game Sweep

Nature: Naughty
EV: HP 6, Spc. Attack 252, Speed 252
Ability: Swift Swim
Item: Life Orb

- Dragon Pulse
Hits those Dragons that resists my other moves
- Rain Dance
Starts off another Rain Dance just in case the last stops
- Signal Beam
Super effective against Celebi
- Waterfall
Standard high, physical, STAB sweeping attack



Ludicolo - The Late Game Sweeper

Nature: Modest
EV: Defense 6, Spc. Attack 252, Speed 252
Ability: Swift Swim
Item: Life Orb

- Grass Knot
High damage, STAB move use to hit hard, except against Vaporeon
- Ice Beam
Kills off those pesky Dragons
- Rain Dance
Starts off the rain if it falls
- Surf
High damage, STAB used to hit all other things


Bronzong - Beefy, Mid Game Rain Dancer

Nature: Impish
EV: HP 252, Attack 128, Defense 128
Ability: Levitate
Item: Damp Rock

- Explosion
Blow up after setting up everything
- Rain Dance
Ideally, set up the Rain after Kingdra sweeps some stuff
- Reflect
Used to increase Defense as it seems most of the threats are Attack oriented
- Stealth Rock
Gives some minor damage to help my sweepers


Jolteon - The Electric Stopper

Nature: Timid
EV: HP 252, Speed 234, Spc. Defense 24
Ability: Volt Absorb
Item: Petaya Berry

- Baton Pass
Ideally, passes Subs, a boost, and a Wish
- Substitute
Blocks against the random status and passed to sweeper
- Thunder
STAB attack, in case he can hurt someone
- Wish
Only heal move on my team


Qwilfish - Minor Sweep and Toxic Removal

Nature: Timid
EV: HP 6, Attack 252, Speed 252
Ability: Swift Speed
Item: Life Orb

- Explosion
Blow up the threat that Bronzong didn't blow up
- Poison Jab
STAB, physical attack to use while waiting to blow up
- Swords Dance
Boosts attack to give me a physical sweeper, a mixed sweeper and a special sweeper

- Waterfall
STAB, physical attack to use against Steels

If Jolteon dies, I lose.
 
The first thing that I see here, that SkarmBliss is a bitch for that team. Skarmory can handle Bronzong and Qwilfish, when Blissey walls every other member of your team, easily outstalling you when weather turns ends. I think you would be better with Mixed Kingdra from analyses. With Dragon Dance or without it. Under Rain you 2OHKo with Waterfall Blissey without problems. And in Rain Dance team 3-4 good set ups of rain are neccesary. And one little thing - you should try Swords Dance on Qwilfish - it helps him in sweeping alot. Without it things like Skarmory or Hippowdon totally walls you. And with Bronzong, Ludicolo, Jirachi (maybe Kingdra, if you prefer to stay with Rain Dance then Dragon Dance) and Wish Passer you have enough of Rain Dance users. I guess that's it. But it looks solid, you only needed a few small changes. Cheers.
 
The drawback for using moves like Sword Dance and Dragon Dance is that it takes another precious turn to set up. And I find that it can be a bitch trying to setup on rain dance teams but more particular on Qwilfish.

Some other options for getting around (or straight through whatever you prefer) SkarmBliss:
Get a Dugtrio in your team. With some carefull switching he can take the electric attacks (just like Jolteon now) and he traps Tyranitar, Blissey and Abomasnow, that is three major threats to any Rain Dance team for the price of one pokemon.
Did you know that Ludicolo can use Focus Punch? Just try it sometimes on incoming Blisseys. For example, first time you use Ludicolo use a Surf or something, and check what they switch in, if it is something like Blissey, Focus Punch that Pink Egg.

Also note that Rain Dance teams are most dangerous because of the sweeping potential they can have when formed right. So I see no advantage of using Jolteon with Wish. He is pretty frail, even if you sub they will get it down each time you use a different move, so when you want to pass the wish the incoming poke is going to take another hit. This means you get no chance at all to heal Qwilfish. Second reason against it: You use max speed on any Rain Dancer. Although that may sound cool, it is not really needed. Just get enough speed to outspeed some particular threats. I suggest to at least get enough speed to outspeed +Nature dragon danced Salamence because after he dances he can only be stopped by something faster. So I suggest to get Kingdra and Ludicolo at at least 247 Speed to outspeed him.
