Regigigas in double battles...

Can be one of the biggest threats in the game. Have a tank or wall with a good ability such as Cresselia use skill swap on him. Cresselia uses special attacks and won't mind the speed drop. Regigigas would now have 2 immunitys and only 1 weakness plus 160 base attack. If you can get Belly Drum passed from a Smeargle, (alongside a Mean Looking Sleep inducer.) Then there is no way that you could not sweep a team. The best move set would be Superpower, Earthquake, Ice Punch and Thunder Punch!
 
Everybody knows this already, and it would be a big ask to do all that set up in a Double battle against a competent opponent. You also have to take into account all the common tricks used in 2vs2 play such as Trick Room, Explosion and Protect. I can't honestly see how this gimmick would work competitively in an environment where finding ever more ingenious ways to explode on both the opposing Pokemon usually pays dividends.
 
Couldn't you also just start him out with a Pokemon that has the ability Mold Breaker? It would not only stop Swift Swim teams but also prevent Slow Start from taking effect. After that, you could hit them hard with a STAB high attack Explosion.

Mold Breaker only stops abilities like Levitate or Volt Absorb, that prevent an attack from being effective.
 
Honestly, I see slaking as being, overall, more useful than regigigas in double-battles. Same attack stat, better hp, more massive move-pool... ability is more crippling if you swap it off to opponent afterwards, etc.
 
Worry Seed gets rid of Slow Start altogether. You don't even have to burden your teamate with that crappy ability.
 
Regigigas can be useful in single battles too y'know...as long as you know telepathy, because those are the kinds of prediction skills you'd need. But if you can sense that your opponent is going to use Worry Seed or Skill Swap, you can switch over to Regigigas and Slow Start will be eliminated.

If Skill Swap or Worry Seed gets popular, people will definitely start using this more...although they may just choose to use Slaking for that...
 
I think this was propose long ago and was stop because they said even if you skill swapped the ability, you still have to take the turns of slow start anyway.
